- Draft SOW RFI Instructions - Limit response to two (2) pages. This is a Request for Information (RFI)/Sources Sought in accordance with the FAR 15.201(e) to conduct market research for information and planning purposes to determine the existing Small Business (SB) market capability and to identify SB sources for Scientific and Technical Support Services for NOAA (primarily for National Environmental Satellite, Data, and Information Service (NESDIS)). No solicitation of offers is made by this notice. The Government does not presently intend to award a contract, but seeks to obtain price, delivery, other market information, or capabilities from Small Businesses only for planning purposes. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Limit RFI responses to two (2) pages maximum. Enclosed are a draft statement of work for scientific and technical services and labor hour pricing using contractor mark up rates for small business review, comment, and possible participation in any competitively awarded resultant indefinite delivery indefinite quantity (IDIQ) Task Order Contract to provide services under funded task orders as required. This request for information is limited to the small business community only in order to identify numerous qualified small business firms that would be able to work under this type of contract. The attached statement of work defines the scope of requirements for contract services to primarily support the NOAA, NESDIS organizational components (which may include the National Climatic Data Center; National Geophysical Data Center; National Oceanographic Data Center; National Coastal Data Development Center; Office of Systems Development; Office of Satellite Operations; Office of Satellite Data Processing & Distribution; STAR - Center for Satellite Applications and Research; NPOESS Integrated Program Office; GOES-R Program Office; International & Interagency Affairs Office; Office of Space Commercialization; and, Commercial Remote Sensing Compliance and Monitoring Program); however, any resultant contract could be used by other NOAA organizational components for in scope work. Tasks include scientific and technical support services; scientific and technology support for product development and quality assurance; operational product team support; program development, coordination, and outreach support; and related program support for the National Oceanic and Atmospheric Administration (NOAA)/National Environmental, Data, and Information Services (NESDIS). The planned NAICS code assigned is 541690 ($7.0M) for a 5-6 year contract estimated at approximately $200-300M. In accordance with FAR 19, NOAA is seeking to obtain market information for the purposes of determining the feasibility of conducting a competitive small business set-aside and to award several IDIQ contracts to various small business firms. NOAA desires input from eligible small business firms that may be interested in proposing on this requirement. Responses should include: 1) documentation of the firm's capabilities, staffing to demonstrate your understanding of the requirement, and qualifications of team participants,2) past performance information on efforts similar in size and scope, 3) comments on the draft Statement of Work, and 4) comments on pricing for these services and the use of mark up rates in any resultant solicitation. Based on this market research, NOAA will make a determination whether there are multiple small business firms that will submit offers thereby insuring that fair market prices will be obtained. It is requested that small business firms state their level of interest to enable NOAA to determine if there are adequate firms with the requisite qualifications to make a multiple award of contracts for this effort. NOAA requests a response by July 9, 2009. See attached sheet for further RFI instructions.
