- The California Institute of Technologys (Caltech) Jet Propulsion Laboratory (JPL),operating under a prime contract with the National Aeronautics and Space Administration(NASA), is seeking potential responses to provide information about dining services,catering and company store operations. BACKGROUND INFORMATION: Currently, JPLs dining services, catering and company storeoperations are provided by the Caltech Dining Services. Employing approximately 5,000engineers, scientists and support personnel, JPL is located on a 176-acre site in thefoothills of the San Gabriel Mountains near Pasadena, California.1. Employee Demographics - Employees at this location are primarily professional with ahigher end compensation level. The employee base does very little travel and the male/female ratio is relatively even. Approximately 65 percent of JPLs employees work analternate workweek schedule with every other Friday off or Regular Day Off (RDO). Theseemployees typically work a nine-hour day.2. Cafeteria and Company Store Hours - Hours of operation are as follows: Breakfast (6:30a.m. to 10:30 a.m.); Lunch (11:00 a.m. to 2:00 p.m.); Afternoon Break (2:00 p.m. to 3:30p.m.); JPL Store (8:30 a.m. to 4:30 p.m.) On the RDO Friday, one (1) of the three (3)cafeterias is open with a limited menu (typically there are approximately 1,700 employeeson-lab on RDO Friday). 3. Holidays - JPL observes the following holidays: New Years Day; Martin Luther KingsBirthday; Presidents Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day;Day after Thanksgiving; Christmas Day; and two (2) floating holidays.4. Competition - JPL is located in an area where there are moderately-priced eateries.Walking to those eateries may be considered difficult given the terrain where JPL islocated relative to those eateries. Thus, driving or public transportation is the onlyrealistic option of reaching those facilities.5. Caf Facilities - Current facilities consist of three (3) cafes and an offsite caf(two (2) miles away), and two (2) coffee carts. The serving areas include a grill,sandwich station, hot food stations, a deli station, grab and go, wood burning pizzaovens, exhibition stations, and a self-serve soup and salad bar. Bottled beverages, icecream, and impulse items complete the layout. All purchases will be a cash and swipe cardsystem. Caf sales for Fiscal Year 2008 were reported to be $3,601,177.00. Totaltransaction counts average for 2006; Breakfast 340,000; and Lunch 588,000. The diningrooms seating capacity is as follows: 167 Caf 352 seats; 303 Caf 326 seats; 190 Caf163 seats; and 602 Caf (offsite) 60 seat.6. Vending Operations - Currently, there are approximately sixty (60) vending machinesthroughout the Lab. JPL currently receives a percentage of the vending commissions whichis used to support the dining services.7. Catering - The JPL facility has many meeting spaces including conference rooms,meeting rooms, and two (2) auditoriums for approximately 150 persons each. In addition tothe Caf sales, JPL estimates annual spending on internal catering has averaged $375,000.JPL management believes that internal catering can be increased through appropriate menusand marketing. Catering events can include employee-sponsored events, corporate seminarsand meetings, special events, and executive catering.8. Annual Open House - Each year in May, JPL hosts an event that opens the Lab to thepublic. Approximately 30,000 visitors attend during the weekend. Caltech Dining currentlysubcontracts the food service for this event to an outside concessions vendor.9. JPL Store Operations - JPL has two (2) company store locations; one (1) located in thecenter of the premises, and the other at the Visitor Control Center or main lobby.The JPL Store provides a selection of product merchandise and services to be sold at theJPL Store. These products may include, but not be limited to, the following: (a)Mementos, souvenirs, and memorabilia; (b) Tickets and items related to sports,recreation, and outdoor events; (c) Sundries; (d) Publications of an informative andeducational nature; (e) Logo apparel; (f) Bus tokens and monthly passes; (g) Merchandisefor JPL missions and projects, past, present, and future; and (h) Books and tradepublications, whenever available.JPL SITE VISIT: Two (2) opportunities will be made available for a site visit to tourJPLs dining facilities to occur on June 26, 2009 and July 7, 2009. If you plan to attendone of these site visits, please send an E-mail to the subcontracts manager by close ofbusiness on Thursday, June 25, 2009: (a) the name of the company; (b) name of attendee,title, and citizenship status. Please limit the number of attendees per company to three(3). Valid identification such as a drivers license will be necessary. No cameras,please.EXHIBIT I: Refer to the attached Exhibit I, Food Services Questionnaire. Please respondto the attached questionnaire as well as any requested materials. Your response will helpto determine the interest in providing this type of services and allow JPL to refine ourrequirements and a possible contract implementation approach.INTENT TO RESPOND DEADLINE: As a convenience to JPL, provide an E-mail statement that youdo or do not intend to submit a response to this RFI to the attention of the subcontractsmanager by close of business on Thursday, June 25, 2009.
