- The Department of Veterans Affairs, VA Caribbean Healthcare System(VACHS), San Juan, Puerto Rico, has awarded contract VA248-P-1099 forWarehouse Management, Storage, and Delivery Services a period of twelve(12) months. Below is the approved justification and authorization foruse of other than full and open competition. MEMORANDUM Date: May 12, 2009 From:Acting Chief, A&MMS (90) Subj:JUSTIFICATION AND AUTHORIZATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION; WAREHOUSE MANAGEMENT, STORAGE AND DELIVERY SERVICES AT VA CARIBBEAN HEALTHCARE SYSTEM, SAN JUAN, PR To:Chief, Procurement Business Division 1. AGENCY AND CONTRACTING ACTIVITY: Department of Veterans Affairs,Procurement Business Division, Tres Rios Building, San Patricio, 27 Ave.J. Gonzalez Guisti, Suite 600, Guaynabo, PR, 00968. 2. DESCRIPTION OF ACTION: This is an urgent and compelling contractaction for a one-year period from May 2009 through April 2010 with CesarCastillo, Inc in Guaynabo, PR to provide complete warehousing/storageand delivery services in compliance with VA Handbook 7128 titled Storageand Distribution Procedures, Part 1.2.5002. Services include receiving,storage in a temperature and humidity controlled area, and delivery ofmerchandise to the VA Caribbean Healthcare System (VACHS) in San Juan,PR to safeguard all items susceptible to infestation and deteriorationand to prevent contamination of stored supplies to include temperaturecontrol. Action is contemplated to cover the period required to lease aspace for a warehouse in compliance with all procedures set forth in VADirective 7815, dated April 22, 1998 titled Acquisition of Real Propertyby Lease and by assignment from General Services Administration (GSA) 3. DESCRIPTION OF SUPPLIES/SERVICES: Contractor shall providewarehousing/storage and delivery services to include receiving anddelivering of merchandise; PR; storage of supplies at a temperaturecontrolled environment of not to exceed 75 Fahrenheit degrees; keepingan accurate record of received and delivered products. Estimatedcontract price is $430,200.00 ($35,850.00/month) 4. AUTHORITY CITED: FAR 6.302-2. Unusual and Compelling Urgency. 5. REASON FOR AUTHORITY CITED: The Government would be seriouslyinjured unless the agency is permitted to limit the number of sourcesfrom which it solicits proposals. Cesar Castillo, Inc. will providetemperature and humidity controlled space to safeguard all itemssusceptible to infestation and deterioration and to preventcontamination. This procurement action is to avoid infestation;deterioration and contamination of clean/sterile items while a long termlease contract is procure. Due to the above reasons, CESAR CASTILLO, INC is the source that canmeet mission needs, to provide the VA Caribbean Healthcare System, SanJuan, P.R. on a timely manner, the required storage space and deliverysystem to comply with the requirements and specifications. 6. EFFORTS TO OBTAIN COMPETITION: None. This is a one time action. 7. FAIR AND REASONABLE PRICE DETERMINATION: Estimated cost is$430,200.00 ($35,850 per month). Estimated cost is based on currentmarket prices at the present time. A request for Proposal will beissued to the Contractor. Contractor's proposal will be evaluatedagainst the estimated cost. Negotiations will be held, if required, inorder to reach a fair and reasonable price for both parties. 8. MARKET RESERCH: A market survey was conducted for this action. CESAR CASTILLO, INC. is the only firm that can meet Governmentrequirements within the time frame required as indicated in paragraph 5above. 9. OTHER FACTORS: None. 10. INTERESTED SOURCES: No other sources can provide the services inaccordance with the Government needs and in the required time frame.Refer to paragraph 8. 11. ACTIONS TO INCREASE COMPETITION: None.
