The Naval Air Warfare Center, Training Systems Division (NAWC-TSD), Orlando, FL intends to procure on an other than full and open basis, the following service: Instructor Services for Cryogenics (CIN: J-750-0015), Qty: three (3) each (estimated) convenings per year at Norfolk Naval Station Fleet Concentration Area (FCA), Norfolk, VA. This requirement will be an addition of the current contract awarded 27 January 2009 and therefore SOLE SOURCED to a Service Disabled Veteran Owned Small Business Concern (SDVO SBC): Maritime Institute, 1310 ROSECRANS STREET STE G, SAN DIEGO CA 92106-4610. This addition will be in effect for the duration of the current and subsequent ordering periods issued for competition in the RFP. This requirement is for instructor services; therefore, the contractor shall be required to furnish a fully qualified instructor with a minimum level of experience which meets industry standards required to provide cryogenics training in accordance with Government provided curriculum. Course convenings consist of 50 training days each. Any SDVO SBC firms believing they can provide this training by the Ready for Training (RFT) date of 14 September 2009 may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy, or reliability of the training and without causing an interruption of services. The firm’s response should also illustrate how it can overcome start-up costs for the minimal number of convenings for each year of contractor provided training at this location.
