Description
The Department of Homeland Security, Federal Law Enforcement Training Center (FLETC), Glynco, Georgia, is hereby notifying interested vendors of its intent to issue RFP HSFLGL09R00026, which shall include but is not limited to demolishing and constructing a Multi Purpose Automobile/ Emergency vehicle driver training range at the FLETC Driver and Marine Division Training Area and to repair culverts and apply repairs and asphalt overlay to the FLETC rear access, Vogel Road. The Contractor shall provide all labor, material, equipment, transportation, supervision and quality control. The proposed construction project is on a 70 acre site covering an existing driving range track constructed over an old air field. Work within the site will be approximately 80,000 SY of new base, asphalt binder and surface course paving and 350,000 SY of existing track and airfield asphalt demolition and removal, asphalt milling and reclamation, earthwork, auxiliary facilities, and landscaping. The driver training facility itself will consist of approximately 1.5 miles of main track enclosing approximately 1.1 miles of city streets constructed in a rectilinear grid with traffic signals, neighborhood streets and an interstate ramp and interchange. All primary power line work, removal of poles, guys and lines, transformer installation and connection, secondary power line connection at transformers, and street lighting will be carried out by Georgia Power at no cost to the contractor. The procurement will be solicited as a Small Business Set-Aside. The procurement will be solicited using Best Value Continuum as outlined in FAR Part 15. Criteria on which firms will be evaluated shall be detailed in the forthcoming solicitation. The Government intends to award a single fixed price contract. The solicitation package will be posted to the Federal Business Opportunities website on or about, July 8, 2009 and will contained detailed proposal submission requirements and the plans and specifications. The contractor is responsible for checking the website periodically for the solicitation and subsequent amendments. Scheduling of a pre-proposal site visit is anticipated with details to be outlined in the solicitation package.
