- The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with with Cambridge Image Technologies Ltd., 8 Blenheim Court, Brownfields, Welwyn Garden City, Hertfordshire AL7 1AD, United Kingdom, under the authority of Federal Acquisition Regulations (FAR) 13.106-1b, Only One Source Reasonable Available, to acquire Cathodoluminescence System accessories. The FBI has a requirement for the following Cambridge Image Technologies Ltd. Cathodoluminescence System accessories: 1. Mk5 including top plate and electron gun (P/N Mk5) Qty 1 2. 2 stage pump (P/N Pump) Qty 1 3. Energy Dispersive X-Ray Spectrometer (P/N EDX) Qty 1 4. Installation (P/N INST) Qty 1 5. Electron gun (P/N EG) Qty 2 6. "O" Ring kit (P/N "O" kit) Qty 1 The required equipment must be compatible with and guaranteed to function properly when mounted on the stage of a Nikon E800 polarized light microscope to form a CL system. The CL system must meet the following technical specifications following on-site installation: • Stage • Capable of handling sample sizes of 5.0 cm x 7.0 cm x 1.5 cm (standard slide mount sections) • Full X-Y positioning capabilities • Chamber • Top and bottom viewing ports with lead glass windows (0.125 in. thickness) with refractive index of 1.54 to allow for transmitted and PLM observations and prevention of x-ray radiation leakage • Capable of being mounted on a rotating stage of a PLM microscope • Vacuum manifold with automatic precision vacuum control valve for rapid chamber evacuation - one minute or less at 30 kV • Solid state pressure gauge, automatic vent valve, KF direct connection for vacuum pump • Top plate incorporating electron gun with large window for 9 mm working distance microscope objective and accessory port for energy dispersive X-ray (EDX) spectroscopy • Vacuum • Pump: 2-stage, 3.0 cfm (90 l/min) with mist eliminator • Precision automatic control valve, automatic vent valve, input port for air, helium, argon, etc. • Measurement via solid state pressure gauge • Operation by touch switch, automatic vacuum controlled gun high voltage and current • Interlock to high voltage • Microscope mounting plate for Nikon E800 polarizing light microscope • Cold cathode electron gun • Power: 4 kV - 30 kV, regulated 20 µA - 2 mA, regulated, electronic/vacuum stabilized • Micro-controlled electronics unit • Regulation of gun voltage and current • Mode select switch: insert sample, operated mode, gun voltage on/off • Monitoring and meter display of output voltage, beam current, vacuum, operating mode and state, internal diagnostics and control valves • RS 232 PC interface • Gun safety interlock to vacuum • Energy dispersive X-ray spectrometer • Solid state • Peltier-cooled • Compatible with CITL CL system and analytical top plate • Software to collect, display and identify EDS peaks, including the ability to print and write data to alternate file formats such as.csv • Installation and training Extensive research conducted with knowledgeable individuals in Government and the related industry has determined Cambridge Image Technologies Ltd. the only responsible source that satisfies the technical specifications necessary to meet the FBI's requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 3:00PM EST, Wednesday, July 1, 2009 to Mr. David V. Smith via fax @ 703-632-8480 or by email to David.V.Smith@ic.fbi.gov. All correspondence shall reference RFQ 09-Q-LDQ002183. Phone calls will NOT be accepted. Information received will be used solely to determine whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database and the Online Representations and Certifications. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
