- This is a combined synopsis and solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as a supplemented with additional information included in the notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The NACIS code for this synopsis - solicitation is 611699. This procurement is for training for the National Geospatial - Intelligence Agency (NGA) employees, Bethesda, Maryland. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a (1) base year award with (4) option years. The government will accept all proposal received by close of business on 07/09/2009 by 3:30PM. All proposal's received after close of business will not be considered. Description: A course on the significance of the Battle of Gettysburg in our nation's history, and the lessons learned from President Lincoln's leadership during this period in our nation's history provided valuable discussion points on leadership. The contractor shall provide and manage the course instruction and related materials for 26 (NGA) students that directly support the instructional intent, as well as a tour of the Gettysburg battlefield. Requirements: The contractor shall provide a study on leadership lessons based on the experience of Abraham Lincoln as President before and during the Civil War, particularly the leadership methods he used while dealing with issues associated with the Battle of Gettysburg. The course should include at a minimum but not limited to the following topics. • Organizational Leadership • The use of Intelligence • Leadership in time of change • Leadership vision and values • Communications skills of leaders • Leadership lessons from the Battle of Gettysburg including a visit to the Gettysburg Battlefield. • All materials such as resource book(s), handouts, registration supplies, reading materials, etc. The contractor shall provide course instruction and all related materials for the 26 students that directly support the instructional intent. The contractor shall arrange for guest speakers, preferably familiar with NGA, to discuss with the class participants their views and perspectives on issues related to the Battle of Gettysburg and President Lincoln's leadership style and the leadership lessons that can be learned and applied at work. The contractor shall make all arrangements for meeting rooms, AV requirements, tours and other associated events, as well as food during the hours of the program. The contractor shall arrange for a meeting room following completion of the course to be used by the class for a Business Unit Meeting. Workshop, meals shall be "working meals" catering provides the best option for ensuring time is well spent in the classroom and in the field. Planning the menus and timing the meals shall be done by the course provider. Group meals include breakfast, coffee breaks (a.m. and p.m.) lunches, and dinners during the course. The contractor shall assist in arranging hotel accommodations in Gettysburg for the class participants. VISIT TO GETTYSBURG BATTLEFIELD: The contractor shall provide a group visit to the Gettysburg battlefield, including the Visitor's center. The contractor shall provide an experienced, licensed tour guide, and all transportation. Personnel Requirements: • Contractor Program Manager; the contractor shall identify to the Government Contracting Officer Representative (COR) a program manager who shall be responsible for the performance of the work and have full authority to act for the contractor. The program manager is the person authorized to receive notification from the COR if there is a conflict with the interpretation of the contract. The program manager shall be identified in the contractor's proposal. The COR shall be notified immediately of any change or reassignment of the program manager. • The program manager shall meet with Government personnel designed by the COR to discuss any program issues. • ll contractor personnel shall be specialist in the field commensurate with the SOW course of study with a proven track record that is indicative of the breadth and depth of their knowledge of the subject matter. Location: Gettysburg, Pennsylvania and Gettysburg Battlefield Period of Performance: Base Year 2009 22-25 September Option Years 2010 through 2013: The dates of the courses must be available to take into account holidays and other monthly week-long learning events as well as classroom scheduling and students travel plans. Mondays are reserved for travel. The period of performance reserved for this course is late September. EVALUATION: The Government shall evaluate offers received under this solicitation to determine the offeror(s) whose proposal represents the best value to the government, price and other factors considered. The government may award to the higher rated, higher priced offeror, where the decision is consistent with the evaluation factors. The government intends to award without discussion in accordance with FAR 15.306(a)(3). The evaluation criteria below shall be used for the basis of award. Evaluation Commercial Items (Factor 1 and 2 are of equal importance and slightly more important than Factor 3). Factor 1: The contractor shall provide a course of study on leadership lessons based on the experiences of Abraham Lincoln as President before and during the Civil War, particularly the leadership methods he used while dealing with issues associated with the Battle of Gettysburg. The course shall include instruction and all related materials for 26 students. The course shall include at a minimum the following: • Organizational Leadership • The use of intelligence • Leadership in time of change • Leadership vision and values • Communications Skills of Leaders • Team Building Skills of Leaders • Leadership lessons from the Battle of Gettysburg including a visit to the Gettysburg Battlefield • All materials such as resource book(s), handouts, registration supplies, reading materials, etc • Visit To The Gettysburg Battlefield. Factor 2 Additional Requirements: The contractor shall provide guest speakers, preferably familiar with NGA, and shall make all arrangements for meeting rooms and meals and assist in arranging hotel accommodations in accordance with SOW 2.1.1. Factor 3 Personnel: (1) The Contractor shall identify a Program Manager, and (2) the Contractor personnel must be specialists in a field commensurate with the SOW course of study Cost/Price Assessment Area: The Offeror's proposed cost/prices will not be numerically scored, but will be evaluated for reasonableness and completeness, and to ensure they reflect a clear understanding of the requirements and are consistent with the various elements of the Offeror's technical proposal. Evaluation of the cost/price proposal may also consider, but not be limited to comparison of proposed costs/prices received in response to the solicitation, comparison of previously proposed cost/prices for these same or similar items, comparison with competitive published cost/price lists, published market costs/prices of commodities, similar indexes, and discount or rebate arrangements, comparison of proposed costs/prices with independent Government cost estimates. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, cost/price and other factors considered. Cost/price will be evaluated in accordance with FAR 15.404-1 to determine if it is fair and reasonable. The Government will evaluate offers for award purposes by adding the total cost/price for all options to the total cost/price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise the option(s). If only one offer is received, the Government may request other than cost or price data. Dates and location of the course must be available in accordance with the SOW (See 4.1 and 4.2)
