Description
The Government intends to award a five-year IDIQ contract (basic plus four options) for Captive Air Training Missile (CATM) wings and fins. NSNs/ Part Numbers and Best Estimated Quantities (BEQs) to be solicited are: NSN1420-01-332-5347WR (P/N 3820402-101), BEQ: 50 each, NSN 1420-01-364-8445WR (P/N 3820431-101), BEQ: 50 each, NSN 1420-01-396-0339WR (P/N G601897), BEQ: 130 each, NSN 1420-01-397-0140WR (P/N G601895), BEQ: 75 each, NSN 5340-01-518-7422WR (P/N 7005658-1), BEQ: 50 each NSN 6920-01-295-3826WR (P/N 7038180-1), BEQ 175 each, and NSN 6920-01-422-6767WR (P/N 7006031-1), BEQ: 130 each. The BEQs above are annual quantities. The Government's intent is to award on an all or nothing basis with the contract award being based on a source selection process which will evaluate price and past performance. This is a small business set aside. If a proven source is not identified as providing best value to the Government for this acquisition, the basic quantity may be split into a First Article quantity, for award to the unproven offeror, and a Minimum Essential Quantity, for award to the proven source, with the balance of the requirement established as options in both contracts. The first article unit will be shipped FOB Destination and all other assets will be shipped FOB Origin within the continental United States. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the Request for Proposals (RFP). All responsible sources may submit a bid proposal, or quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), and will evaluate proposals and make award in accordance with the evaluation criteria stated in the RFP. It is anticipated that the RFP will be released on or around 6 July 2009. The RFP will be posted to the Federal Business Opportunities webpage (http://www.fbo.gov/). The technical data required to respond to the RFP may be obtained through a link that will be provided on the RFP posting on Federal Business Opportunities at the time the RFP is posted. NO HARD COPIES WILL BE PROVIDED. The technical data is export controlled; therefore, only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may access the data.
