Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W52P1J-09-R-0080. Requirement: The Army Sustainment Command has a requirement for support services for the Integrated Material Management Operation Systems (ASC-IMMOS) sustaining Army Preposition Stock (APS), Army Maintenance Management capabilities in support of the Army RESET Program as a part of the Army Force Regeneration (ARFORGEN) process, and maintain a method of identifying and tracking equipment stored and maintained at designated APS facilities worldwide. A single contract will be awarded for a base year of performance with provision for four one-year option periods. Performance Locations: Headquarters will be located at ASC, Rock Island, IL with additional duty locations throughout the Continental United States (CONUS) at several locations across the country and Outside-CONUS (OCONUS) locations including, USEUCOM in Livorno, Italy, the CENTCOM AOR in Southwest Asia (Kuwait, Iraq, Afghanistan, and Qatar), and PACOM (Korea). Description: This requirement involves a consolidated effort to assist HQ ASC in maintaining and/or extending current management capabilities used to support Army Prepositioned Stocks, Sustainment and Back-up Field Level Maintenance Operations, Reset maintenance operations and planning functions. This support will be provided to organizations that are assigned, attached, Operationally Controlled, or otherwise affiliated with HQ ASC and located at Army installations in the Continental United States (CONUS) and Outside of the Continental United States (OCONUS). It will be in support of HQ ASCs worldwide mission to support Pre-Deployment, Deployment, Post-Deployment of APS and Theater Provided Equipment (TPE). It will also support Left Behind Equipment (LBE), equipment retrograde, and redistribution operations, to include Pre-Deployment Training Equipment (PDTE). The Contractor will be prepared to surge to meet additional requirements, establish new locations within both the Continental United States (CONUS) and/or Outside the Continental US (OCONUS), or reduce active locations as determined by the Government. The Contractor shall be thoroughly knowledgeable of the Capability Matrix Model (CMM) standards and compliance, Client/Server and Web Architecture, and distributed databases in order to execute the tasks listed below successfully. The Army War Reserve Deployment System/Automated Battlebook System (AWRDS/ABS), Wildcat Maintenance Management System (WMMS), Wildcat Maintenance Management System-Directorate of Logistics (WMMS-DOL), and Army Pre-positioned Stock Radio Frequency Identification (APS RFID), with the exception of RFID sustainment systems used in performance of the requirement, are all based on the same operating system (SYBASE), and share code and similarities. The RFID system is maintaining the hardware at the APS sites only. Systems identified in this requirement are very similar in operation however, the uniqueness of each systems focus and the differences in their specialized functions require that these unique systems have more detailed descriptions for the sake of clarity and for a complete understanding of the size and scope of the total requirement. Evaluation Criteria: Best Value/Trade-off Source Selection procedures will be used; evaluation/award will be based on the following Factors: a.Technical/Management Approach b.Performance Risk: Recent and Relevant Past Performance c.Small Business Utilization: Complexity and Extent of Small Business Utilization d.Cost Contract Type: Any contract awarded will be a cost-plus-award-fee-type contract with firm fixed price CLINs as applicable.
