Description
The U.S. Army Contracting Command Joint Munitions and Lethality ContractingCenter and U.S. Army ARDEC Picatinny Arsenal NJ is issuing this Sources Sought Notice to determine if there is interest and qualified SBA certified 8(a)firms serviced by SBA New Jersey, New York and Pennsylvania district offices, HUB Zone, Service-Disabled Veteran Owned Small Business, Woman Owned Small Business or small disadvantaged business firms having the capability and expertise for the following effort. Provide technical data expertise and engineering services integral to the development, limited production, logistic support, and maintenance of Army Automatic Test Systems (ATS). The support shall include the application of proven methodologies, tools, and state-of-the-art expertise to support the design, development, documentation, fielding, maintenance and logistical support of Army ATS and associated complementary hardware and software. This support shall include techniques for modification and development of Technical Data Packages (TDPs), Test Measurement and Diagnostic Equipment (TMDE), Test Program Sets (TPSs); Automatic Test Equipment (ATE), Automatic Test Software, Netcentric Communications, Software Loader/Verifiers and Built-in Self-Test (BIST). This effort shall be directed to the following areas: a) Technical Data Package and specification, review, design, development, processing and modification. This effort shall be directed to the following areas: a) Technical Data Package and specification, review, design, development, processing and modification. b)Engineering Change Proposal (ECP) review, design, development, processing and modification. c)Test Program Set (TPS) creation, analysis, and updates. d) Software and hardware documentation - review, analysis, preparation, and updates. e) Provide technical guidance on efficient ways to find answers and solutions to TPS and BIST problems. f) TPS technical guidance and development support for selected line replaceable units (LRUs) and Shop Replaceable Units (SRUs). g) Technical support for the digitization of drawings and materials using 3-D models as well as 2-D drawings. h) Technical support for Units Under Test (UUTs), Inter-Connect Devices (ICDs), and applications software. i) Develop, design and fabricate Interface Devices (IDs) and all of the Printed Circuit (PC) boards and cabling associated with each ID. j)Develop, design, and fabricate prototype At systems test and diagnostic kits. Offeror shall display a working knowledge and extensive experience with all of the following: a)Army Automatic Test Equipment. b) Army Test Measurement and Diagnostic Equipment ) Tank Automotive and Armaments Command (TACOM) Test Program Set (TPS) process d) Armament Research Development and Engineering Center (ARDEC) technical data practices and procedures, e) ARDEC Engineering Change Proposal (ECP) process Interested parties are invited to indicate their interest by providing a document no more than 10 pages in length outlining their capabilities based upon the above description. All information is to be submitted at no cost or obligation to the Government and should be sent within 5 working days of this announcement to: U.S. Army, Army Contracting Command, Joint Munitions and Contracting Command, CCJM-MA, Bldg. 10, Phipps Road, ATTN: Michael Zanowicz, Contracting Specialist, Picatinny Arsenal, NJ, 07806-5000. This is a Market Survey for information purposes only, and not a pre-solicitation notice, nor a request for proposals. If a formal requirement is generated at a later date, a pre-solicitation notice will be published.
