- RFQ SOW Bldg 108 CAFB COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M3E39132AQ01 and is being issued as a Request for Quote (RFQ) (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, Tech Amend Effective 14 May 2009 & Fac 2005-31, Effective 20 Apr 2009. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 561790 with a $7 million size standard. (v) Contractors shall submit a lump sum quote on the attached quote sheet for the following: 0001 - The contractor will provide all management, tools, supplies, equipment, and labor necessary to thoroughly clean air handler supply fan, air handler coil, all associated duct steam re-heat coils, plus all interior duct work for all air supply zones associated with this air handler. Contractor will create access ports in duct work where required to gain access for a thorough cleaning. Contractor will be responsible to seal access ports created for the cleaning. Contractor will be responsible for clean up of all debris removed from the duct as well as the mess created by this cleaning. All work and services to be performed at Charleston AFB, SC in a manner that will ensure continuous and safe operation. This is not just a duct cleaning. It is a duct cleaning HVAC air handler and heat cleaning as well. This is all about air flow issues so the contract will ensure the whole system is cleaned from the beginning of the system to the end. All work will be conducted in building 108 on Charleston AFB, SC. A mandatory site visit will be conducted on 25 Jun 09 at 0830 AM. Charleston AFB. All contractors shall meet at the Dorchester Road Vistor Gate, Charleston AFB by 0815. (Note: site visit is not mandatory but highly recommended; IAW 5.207(6)(xv) Contact SSgt Brandi Shellhammer at 843-963-5165 NLT 23 Jun 09 with the names of all who plan to attend by COB. You must have a valid driver's license, proof of insurance, and vehicle registration to get on base. All responsible sources may submit a quotation, which shall be considered. (vii) Cleaning must begin within 30 calendar days of award and be completed within 45 calendar days of award. (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) FAR 52.212-1, Instructions to Offerors-Commercial. (ix) FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price- The Government will evaluate offers for award purposes or the total price for the requirement. 2. Past Performance. Past Performance is significantly more important than price. The contractor is asked to submit no more than three of his most recent (within 3 years) relevant reference. If the lowest prices evaluated responsible offer is judged to have an exceptional performance risk rating that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made that offeror without further consideration of any other offers. (x) All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications--Commercial Item or complete electronic annual representations and certifications at http//orca.bpn.gov. (xi) The clause at 52.212-4 Contract Terms and Condition-Commercial Items, applies to this acquisition.
