- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Solartron Analytical, a business unit of Advanced Measurement Technology, Inc., 801 South Illinois Avenue, Oak Ridge, TN 37831-0895 for a laboratory LCR Meter and laboratory Potentiostat. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirement. Solartron Analytics is the only known source capable of meeting the Governments requirements due to the combination of the 1260A LCR meter, the 1287A Potentiostat, the model 12962A sample holders and software. The LCR meter has a single sine correlation method to ensure system response is not corrupted by associated harmonic and noise signals. The LCR meter performs automatic sweeps of frequency, amplitude, or bias (linear or logarithmic) in both impedance and gain/phase modes, has a null feature that provides the ability to cancel out residual impedance of test leads and a normalized feature that offsets all future measurements against a test fixture and cabling frequency response, and the LCR meter meets basic measurement accuracy of 0.1%, 0.1 in impedance mode applied from 5& to 100K&, and has frequency range of 10uHz to 32MHz. The potentiostat makes both true analog and digital DC sweeps in both potentiostat and galvanostatic modes, two 5 x 9 digital voltmeters that allow simultaneous voltage and current measurements, has both floating and grounded connections to be used with floating and grounded equipment, meets or exceeds published expectations, has a resolution down to 1uV for reference electrode and 1pA for working electrode, has driven shields to allow for high frequency impedance measurements over full 10Hz to 1MHz frequency range and the potentiostat is designed to work exclusively with Zplot and Corrware Software packages. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 a.m. CST on 24 June 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
