- (RECOVERY ACT) The National Institute on Aging, IRP intends to negotiateand award a purchase order on a competitive basis (FAR 12.1, 12.102) an XF24 Extracelluar Flux Analyzer System. This equipment will enhance and extend the Laboratory of Molecular Gerontology (LMG), research capabilities by allowing the lab to measure mitochondrial bioenergetics in real-time. In the Oxidative DNA Damage Processing and Mitochondria Functions Unit of LMG, the lab studies the response of mitochondria to DNA damaging agents at the cellular and enzymatic level. The use of the XF24 analyzer will be instrumental in the continued development of the labs program ability to study mitochondria bioenergetics response after DNA damage. The advantages of the XF24 analyzer is that it is a multifunctional instrument capable of simultaneously measuring oxygen consumption, carbon dioxide production rate and extracellular acidification rates in living cells. The XF24 technology uses a unique, optimized non-invasive methodology which allows real-time kinetic analysis because all of the measurement reagents are imbedded in sterile disposable cartridges. Additionally, because the unit employs non-invasive technology during the analysis, the sample can be recovered for additional experimentation. In the 24-well tissue culture plate format, the XF24 allows for the unprecedented ability to conduct high throughout analysis of cell lines or tissue samples. This feature is required for LMGs program so that the lab can expand its repertoire of cells and tissues that can examined. This notice may represent the only official notice. Interested persons may indentify their interest and capability to respond to the requirement or submit proposals. This notice is a request for competitive proposals. However, all proposals received prior to June 19, 2009 will be considered by the Federal Government.A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Federal Government. This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 16.2 using competitive procedures. Theses procedures include those indentified under Subparts 6.1, 6.2 (Full and Open Competition and Full and Open Competition after Exclusions of Sources), and FAR Section 16.505(b) (1). The solicitation number is NIHAG2009084, and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions clauses are those in which the FAR has amended to incorporate for the use in RECOVERY ACT actions FAR Subpart 5.7 for pre-solicitation and award notices. The North American Industry Classification System (NAICS) code is 423450 and the business size standard is 100.
