Prevailing Wage Conference Spreadsheet COMBINED SYNOPSIS/SOLICITATION (I) Recovery Act -----This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for proposal (RFQ). Submit written quotes on RFQ DOL099RQ20725. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. IV) There is no set aside for this procurement. The associated NAICS code is 721110. The small business size standard is $7M. (V) This combined solicitation/synopsis is for purchase of the following commercial services: 0001. Support services for the Department of Labor (DOL)/Wage Hour Division 2009 Prevailing Wage Conferences. The period of performance will be from the July 13, 2009 through July 24, 2009. (VI) Description of requirements is as follows: STATEMENT OF WORK Site selection may be determined after receipt of propals to verify requirement standards WORK TO BE PERFORMED Prevailing Wage Training and Conference Sleeping rooms and meeting space with light refreshments. See Deliverable Schedule below for details LOCATION OF WORK Washington, D.C. area with easy access (1-2 blocks) to the METRO DELIVERABLE SCHEDULE SLEEPING ROOM NEEDS: Sleeping Rooms will be paid by individual travelers. Fifty (50) rooms 7/13/09 to 7/24/09 are confirmed. Reservations for remaining sleeping rooms will be made by individual travelers by an agreed upon date, after which the hotel may release the sleeping rooms. The 50 guaranteed sleeping rooms are for USDOL federal employees. The remaining travelers during the second week will be from a combination of federal, public, and private sector. Federal government rate is requested for all Federal government travelers. Light refreshments would be coffee, tea, water, pastries/bagels and possibly fruit in the morning and water, sodas, coffee, tea, and cookies (or something similar) in the afternoon. 7/14-7/17/09 refreshments for 50P 7/20-7/23/09 refreshments for 200-250 depending upon final number of attendees. USDOL will only pay for actual number of attendees. Participants will be pre-registering, so number will be known in advance of the conference. APPLICABLE PERFORMANCE STANDARDS METHOD OF PAYMENT: Charges for meeting space, audio visual, and/or refreshments will be paid by Government Purchase Order, tax exempt. Sleeping rooms will be paid by individual travelers. Maximum room rate shall not exceed Government per diem rate for government travelers. REQUESTS: 1. Hotel within walking distance to restaurants, activities and METRO. 2. Seeking a hotel or hotels that can offer ample, complimentary meeting space or best proposal. Meeting space should be held on a 24 hour hold. 3. Client is seeking complimentary Audio Visual equipment. Client may bring in their own LCD projector and flip chart pads., but would prefer not to. 4. This is a government client and will not be able to sign a contract with an attrition clause or cancellation clause in the contract. However, these meetings are being held pursuant to the American Recovery and Relief Act (stimulus package) and will not be cancelled. 5. Client is seeking a hotel that can provide comfortable accommodations and will strong consider those hotels that can offer complimentary breaks and/or meeting space and welcome reception for 50. 6. Prefers a hotel that can offer complimentary internet in the guest rooms. 7. Client prefers a hotel that can offer (1) one complimentary hospitality suite set up with a couple of microwaves and refrigerators for the duration of this group. 8. Use of the General Session room for some of the break out space, is permissible, f needed. 9. May substitute two smaller screens for the overhead screen-12 x12 or larger in the 250P General Session if technology is provided by the hotel to project to two screens simultaneously 10. Fifty (50) sleeping rooms for USDOL travelers for 7/13/09 to 7/24/09 are confirmed. 11. Client is seeking cleanliness of sleeping rooms and common use areas. Reservations for remaining sleeping rooms will be made by individual travelers by an agreed upon date, after which the hotel may release the sleeping rooms. The 50 guaranteed sleeping rooms are for federal employees. The remaining travelers during the second week will be from a combination of federal, public, and private sector. Participation at the conference during week of 7/20/09 is projected to be 250 for each of the two sessions, but it is up to the participants when they arrive, how long they stay, and were they make hotel accommodations. SPECIAL REQUIREMENTS Amount of light refreshments required will be determined by number of participants, not to exceed 250. Please provide quote and proposed contract detailing costs for each item and specifying which items will be provided complimentary. A spread sheet is attached to assist in the proposal. Dates are firm. (VI) The offeror must submit a completed copy of the provision at FAR 52.213-3, Offeror Representations and Certifications - Commerical Items (Nov 2007) (VII) FAR 52.252-2 Clauses Incorporated by reference (FEB 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. This is not a solicitation for Event Planning Services or 3rd Party Event Planning Services. DOL will not consider a quote submitted by an offeror that is not a Hotel/Motel. An offer which requirest the Government to execute a separate agreement with a third party shall be deemed technically unacceptable. (IX) Offers Quotes shall include the loading rate (must be within the Government Per Diem Rate or lower) and the Offer shall complete the attached Prevailing Wage Conference Spreadsheet. (X) Quotes are required to be received in the contracting office no later than 3:00 PM EST on June 24, 2009.
