- NASA/ARC has a requirement for a four (4) Aerospace quality 2219 aluminum tubesegments that will form the center portion of the flight oxidizer tank on a prototypehybrid sounding rocket. Delivery Date: October 30, 2009Total quantity required: Four (4)Material: Aerospace quality 2219 aluminum (AMS 4143E specification)Material strength (finished product):Minimum tensile yield strength: 40 ksiMinimum tensile ultimate strength: 60 ksiDimensions:O.D. 17.270 0.030 inchesI.D. varies between 16.394 and 16.832 inchesSegment length =81 0.1 inchesThin wall thickness 0.219 +0.015 -0.000 inchesTube straightness: 0.050 inch deviation from straight over the length Tube end roundness: 0.030 inchesSurface finish: 50 micro inch RA or betterMaterial certifications must be providedInspection reports of manufactured tube segment: Ultrasonic as per ASTM B 594The ends of the tube segment should be trimmed square and beveled at the specified angleof 35 degrees (in preparation for a V-groove full penetration weld). Manufacturingprocess may involve solution heat treatment and artificial or natural aging to achievethe required strength properties provided these processes do not induce distortions thatcause the tubes to be out of tolerance.The 0.440 inch thick lands on the ends of the tube may be formed on either the interioror exterior of the tube. If on the exterior, the tube length should be adjusted tocompensate for the reduced internal volume. Standard nondestructive evaluations of the fabricated tubes for surface and embeddedcracks is required. These inspections shall detect all cracks with a 90 percentprobability of detection and a 95 percent confidence level for an ASTM B 594 class AAAcrack size. A brief inspection report shall be prepared as described in section 12 ofASTM B 594. All detectable cracks must be repaired in such a manner as to not compromisethe yield strength of the end product. All material certification, inspection and testreports required by the AMS 4143E specification shall be provided to the purchaser.NASA/ARC intends to purchase the aluminum tube segments from Rockwell Collins, Inc.Rockwell Collins, Inc. is the only company which possesses a dye forming machine andtooling necessary to manufacture the tube segments in accordance with the specifications.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:00 p.m. (PST) onJuly 4, 2009 to Rafael Medina at Rafael.A.Medina@nasa.gov. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
