Description
The Space and Missile Systems Center (SMC) MILSATCOM Systems Wing (MCSW), Command and Control System - Consolidated (CCS-C) Program Office, intends to modify the existing CCS-C contract, F04701-01-C-0012, for the purpose of developing space vehicle specific software, command procedures, and databases that will provide Command and Control (C2) capabilities for the Wideband Global SATCOM (WGS) Block II Satellites 4-6, under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). The period of performance for this effort is from contract award through 30 June 2013. The modification for this additional effort will be issued to the incumbent contractor, Integral Systems Inc. (ISI), 6721 Columbia Gateway Drive, Columbia, MD 21046. The CCS-C Block I contract supports Launch & Early Orbit (L&EO) operations, on-orbit operations, anomaly resolution, and disposal operations. CCS-C supports these activities by providing telemetry processing, command processing, orbit data processing, ground system resource management, satellite and ground system simulation, mission planning and scheduling, support planning and execution, analysis tools, and system training. The CCS-C contract provides C2 capability for the full family of MILSATCOM satellite programs, with the capability to support other satellite programs. ISI's proprietary EPOCH Integrated Product Suite (IPS) is currently designed and operational to support four MILSATCOM satellite constellations: Defense Satellite Communications System (DSCS); Milstar; Wideband Global SATCOM (WGS) Block I; and Advanced Extremely High Frequency (AEHF). The addition of WGS Block II Satellites 4-6 to the CCS-C Block I contract will allow the incumbent contractor to develop the C2 capability for the WGS Block II Satellites 4-6 in accordance with the same "technical" instructions as on the current CCS-C contract. The WGS Block II schedule for Satellites 4-6 requires that CCS-C be ready to support three satellite factory compatibility tests in Calendar Year 2010, with the first test scheduled for January 2010. A Sources Sought Synopsis was published for this effort in order to explore the feasibility of competition. The Statements of Capability submitted confirmed that only the incumbent contractor, ISI, currently possesses the requisite experience, expertise, and data to support the critical program schedule and avoid unacceptable delays.
