Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912l7-09-T-0039 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a small business set-aside; the North American Industry Classification System (NAICS) Code is 339920 with a Small Business Size Standard of five hundred (500) employees. All responsible sources determined to be a small business by the Small Business Administration may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 252.212-3 Offeror Representations and Certifications-Commercial Items, FAR 252.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items (JUN 2006) (Deviation), DFARS 252.211-7003 Item Identification and Valuation and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than 4:30 PM Central Standard time, Monday June, 22, 2009. They can be emailed to Randal.Halbrooks@ng.army.mil or facsimile to 615-313-2659. Offers will be evaluated using the evaluation criteria outlined in FAR 13 and 15. The award will be made to the vendor who offers the lowest priced technically acceptable proposal. Past Performance will not be an evaluation factor in this acquisition. Please provide a quote for the following items: 0001 Sierra 3 station model design fiberglass climbing wall 8ft wide and 25 ft tall with trailer included manufactured by American Rock Climbing Inc. delivered to the Tennessee Army National Guard Recruiting Division, 603 Fitzhugh BLVD, Smyrna TN 37167-2055, quantity one (1); product shall be new, used equipment shall not be acceptable. To be determined technically acceptable for this requirement, offers shall provide a product brand name or equal to Sierra 3 station model design fiberglass climbing wall 8ft wide and 25 ft tall with trailer included manufactured by American Rock Climbing Inc; equal products shall have the following salient physical, functional, or performance characteristics of the brand name item to be acceptable for award. Trailer: "Shall be constructed of aluminum with stainless steel hardware where applicable. "Shall have electric all wheel brakes, tandem axle. "Shall have a Hydraulic Lift Auto-Belay system. This system shall allow the user to use the trailer to erect the rock wall once it has reached its destination and recover the wall upon completion of demonstration for transportation to another site. "Hydraulic lift shall be enclosed in an aluminum box to seal out moisture and dirt from travel. "Hydraulic lift shall have a heavy duty remote control with extended cord to safely erect wall. "Hydraulic lift shall have an on/off safety switch, remote control panel, and charging posts are built into the trailer frame. "Hydraulic lift shall be powered by at least two standard 12 volt car batteries. "Shall have a storage area for harnesses, carabineers and other tools and hardware used during rock wall demonstration. "Shall be between thirty one (31) and thirty five (35) feet long. "Trailer shall have 2 sets of outriggers made of a minimum 3-1/2 x square iron tube for stabilization and an emergency brake. "Trailer shall have a 2-5/16 ball / hitch. Wall: "Shall be constructed of one piece fiberglass a minimum of thick with no seams and shall be between 25 and 29 feet tall. "Shall be constructed using a flame retardant resin. "Colors, graphics, and texture shall be Gelcoat or shall have at least a 2 year warranty against peeling or cracking. "Each climbing station shall have auto-belays to allow the user to safely descend once they have completed their climb. "Shell shall have a steel inner frame consisting of at least 2x2x 3/16 angle iron. "Base shall be constructed of a minimum of 4x4x1/4 square iron tube. "Shall be detachable from the trailer to use as a free-standing wall indoors with legs and outriggers inserted. "Shall have adjustable 5000 pound jacks to adjust for un-level ground. "Shall come with at least 6 climbing harnesses. "Shall meet or exceed ASTM F-24 Standards. "Color shall be Arizona Painted Desert or Granite (Gray). Warranty: 1 Year Limited on shell and framework and excludes normal wear and tear. Operation and Safety Manuals, Training Requirements and Manuals shall be provided by the vendor for the wall and the trailer. Delivery shall be made within thirty (30) days after award. Vendors who respond to this solicitation should provide a FOB destination price the wall and trailer. Vendors shall also include descriptive literature documenting the product offered is sufficient for this solicitation. Please provide Dun and Bradstreet number, tax identification number, CAGE code and a copy of your Offeror Representations and Certifications with quote.
