- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number EA133F-09-RQ-0751 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The associated North American Industry Classification System (NAICS) code is 334513 with a small business size standard of 500 employees or less. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), NEFSC Biotechnology Branch, Milford Laboratory requires the following items: Item 0001: Quantity of two each YSI 6600V2-4 S Multi-Parameter Water Quality Logger; Shallow depth sensor included; Ports: 4 Optical ports, 1pH/ORP port; and 6560 Conductivity/Temperature Probe Kit included. Name Brand Justification for Multi-Parameter Water Quality Logger The YSI 6600 V2-4 Sonde is a unique, state-of-the-art multiparameter, water quality instrument that is designed for use ins freshwater and seawater up to depths of 61 meters. The instrument is capable of operating in a self-powering mode from an internal power supply using a set of eight (8) "C" batteries for 75 days or more with a full sensor payload at a 15-minute sampling interval. This reduces the number of field servicing trips during the year, which is essential since the study site is a day drive away. The tidal dynamics in the estuary require that the Water Quality Sonde not exceed 3.5" in diameter, 21.6" in length. A bigger diameter would result in the Sonde penetrating the sediments, and thus potentially damaging it, instead of sampling the water column. The YSI 6600 V2-4 is capable of having field-replaceable probes for the Dissolved Oxygen, Conductivity, Temperature, pH, ORP, Turbidity, Chlorophyll, Rhodamine and Blue-Green Algae Sensors. The data needed to be collected is critical during a sampling year. Shipping a Sonde back in order to replace these probes, would mean lost data and time. Being able to replace the Dissolved oxygen, conductivity, temperature, pH, and Chlorophyll in the field is essential for the research study. On the YSI 6600 V2-4 each of the optical sensors has their own dedicated wiping system for anti-fouling protection and improved data quality. This reduces the number of field servicing trips during a study, which is essential due to the distance of the field site. The YSI 6600 V2-4 uses Luminescent "Life Time" Dissolved Oxygen measurement technique that is capable of measuring dissolved oxygen in the range of 0-20 mg/l with an accuracy of +/- 0.1 mg/l; and in the range of 0 - 200% saturation with an accuracy of +/- 1%. The study site is very dynamic with oxygen concentrations changing within minutes so it is essential that the response time be less than one minute under all flow conditions. The YSI 6600 V2-4 is the only sonde that allows for this. The YSI 6600 v2-4 has the ability to measure depths within +/- 0.01 ft for 0-30 feet. The highly dynamic tidal variation at the study site makes it imperative that we know the water depth during the sampling region. By accurately knowing the depth of the water column, we will be able to calculate if fluxes from the pore water are important. THE YSI 6600 V2-4 is accurate +/- 0.15 degrees C. The data collected must be able to measure temperature with this sensitivity or greater so we can correlate temperature dependencies with phytoplankton species present. THE YSI 6600 V2-4 measures pH in the range of 0-14 with an accuracy of +/- 0.2. The research field sample has large variations in pH so it is essential that the entire pH range can be measured. The instrument calculates salinity based on the conductivity and temperature measurements in the range of 0-70. It is essential that salinity be determined by these parameters with is the international accepted way for measuring salinity. The YSI 6600 V2-4 comes with a user-friendly software program providing communication and data processing that is presented in both report and graphical form, and data statistics will be automatically generated and displayed for Min, Max, Mean, and Standard Deviation. This allows for easy identification of anomalies in the data without having to have an individual graph the data. The YSI 6600 V2-4 have secondary backup seals win all the sensor ports. This is essential in protecting the internal electronics from the seawater environment. All sensor ports have secondary backup seals, thus protecting the internal electronics from the environment. The 6-Series line of instruments, including the 6600 sonde, is manufactured and distributed by YSI Inc. of Yellow Springs, OH, USA. The YSI 6600 V2-4 to the best of our knowledge is the only Sonde that will allow us to collect pH, Temperature, Salinity, Chlorophyll-a, Turbidity, Dissolved Oxygen with one instrument. These parameters must all be measured with one instrument due to the size restrictions at the study site. Due to the dynamics of the study site, the precision and accuracy needed for the research, the YSI 6600 V2-4 Sonde is the only multi-parameter Water Quality Sonde available.
