Description
This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI) for the National Institute of Biomedical Imaging and Bioengineering (NIBIB). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of performing the work described herein. The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 541512 with a size standard of $25.0 per annum. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide on-going, comprehensive support for Computer Systems Design Services. Sources are sought that possess the capability to design, develop, and launch the internet based network for patient-controlled medical image sharing across health case institutes and vendors in this pilot project through a broad collaboration with a large number of professional societies with imagers, physical scientists, engineers and informatics specialists; a large number of industries that provide multiple imaging modalities, engineering firms; and academic institutions. The responsible source will develop and implement an efficient project management process that ensures a high-quality technical performance. The responsible source shall provide all technical documents of the design and source code of the internet based network for image sharing to the Government. The purpose of this project is to conduct a pilot project to develop an internet based network for image exchange built upon the Integrating Healthcare Enterprise (IHE) and Cross Document Sharing profile (XDS). The Healthcare Information Technology Standards Panel (HITSP) collaborated with IHE for EHR’s specifications. The IHE specifications have been significantly incorporated into HITSP solutions and accepted by Office of National Coordinator for Health Information and the Secretary of HHS. Privacy and security are a great concern in such exchanges. It is recognized that the high quality, cost effective care is best delivered with the presence of a transparent longitudinal record, which may reside at numerous clinical sites and settings. The responsible source must demonstrate having experience with sharing image data systems, along with electronic health records (EHRs), through a network for image exchange that has lead to better informed medical decisions and better analysis of medical outcomes, reductions in unnecessary expenses, and improvements in the quality and safety of patient care, as well as biomedical research. SCOPE OF THE WORK The responsible source will design, develop, and launch the internet based network for patient-controlled medical image sharing in this pilot project. The responsible source will develop and implement an efficient project management process that ensures a high-quality technical performance. The responsible source shall provide all technical documents of the design and source code of the internet based network for image sharing to the Government. The work shall be done using IHE global patient registry for a patient controlled image sharing. The responsible source shall develop an internet based network for image exchange built upon Integrating Healthcare Enterprise (IHE) and Cross Document Sharing profile (XDS). TECHNICAL REQUIREMENTS This pilot project shall establish several regional image-sharing networks where care sites would be linked through shared access to a patient-centered, Web-based personal health record system. Each regional network will maintain knowledge of the exams made available by each participating radiology center (hospitals, imaging centers, etc.). This pilot project shall refine the distribution and access model of IHE to ensure that the display and possible import of imaging exams into foreign systems is an intuitive easy process. At least five regional networks shall be enlisted to participate in the patient data sharing project. For research image sharing, eight additional institutions shall be identified. These institutions shall have significant experience with image exchange, and shall be currently exchanging research images for several research projects (each with its own image exchange mechanism). Responsible source must demonstrate that they have done preliminary work using 1) Patient Identifier Cross-reference (PIX) and Patient Demographics Query (PDQ); 2) IHE Cross Document Sharing profile (XDS); 3) MIRC software; and 4) IHE teaching file and Teaching File and Clinical Trial Export (TCE), to test the technical feasibility to connect patient records and access images that have been acquired in multiple healthcare institutes and with multiple vendor systems. Responsible source must demonstrate the ability to include extremely broad expertise and a large number of professional societies of technical professions in project, such as imagers, physical scientists, engineers and informatics specialists and a large number of industries that provide multiple imaging modalities, engineering firms, and academic institutions. The short time frame allowed for this pilot project mandates the ability to include all professional segments of imaging-related sciences in order to quickly build consensus at each step of the development process. Capability statements received in response to this market survey that do not provide sufficient information for evaluation will not be considered. This is NOT a Request for Proposals (RFP). Interested parties are expected to review this notice and the draft SOW to familiarize yourself with the requirements of this project; failure to do so will be at your firm’s own risk. Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern’s name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Rosie C. Owens, Contract Specialist or Joanna Magginas, Contracting Officer, at rowens@nhlbi.nih.gov or jmagginas@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by June 28, 2009, 3:30PM, EST.
