- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/solicitation number 187033 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 05-32. The NAICS code 37211 wood office furniture manufacturing. This is a total small business set aside. The delivery date is 45 days after receipt of order. This Solicitation is compromised of: I. TABLE SPECIFICATIONS It is the intent of this RFP for Offerors to present product solutions offering the best value to the United States Secret Service (USSS). TABLE A: one conference table at Location A in zip code 20223 large enough to seat 14 people. Core drills for the telephone/data and electrical requirements must be integrated into the center of the table, but hidden from view. For example, table may pull apart to allow access to data, electrical, etc. requirements and then push together for other use. Table A must be of a solid wood construction. Wood finishes are to include protections to enhance the wood finish and provide greater protection against scratching. Table top should be a maximum of two pieces with book matched pieces only as acceptable, unless the design of the table dictates that more pieces are necessary. Book matching is required. The table top should be two inches thick with a wood bullnose edge. The detailing of this table should be transitional in nature. LIST OF ATTACHMENTS (A) Example power & layout for each table (Attachment A) (B) Acceptable and unacceptable furniture diagrams (Attachment B) (C) A sample contractor access form (for the successful awardee only) (Attachment C) INFORMATION CONCERNING DRAWINGS *All information provided in the attached drawings shall be considered part of the written specifications. USSS shall be the final determination as to acceptability of any deviations. *The Offeror shall include in their submission all components and parts required to assemble the tables as described in the documents and drawings (i.e. brackets, connectors, jumpers, trim, receptacles, finished ends). WIRE MANAGEMENT *All cords are to be continuously managed, both vertically and horizontally. *Cords are to be contained under every worksurface in such a way as to conceal them from sight. SURFACE MATERIALS *Veneers shall be matched on all wood products so that the wood grain runs in the same direction on all pieces. *All wood tops are to have mitered corners. *All wood worksurface/desk edges are to be solid wood. *Wood finish to match existing wood finishes in individual building. ELECTRICAL / DATA *Center table raceway will be provided to power, data, and voice lines and must have the ability to be separated to prevent interference, both horizontally and vertically. *There is a requirement for two power entries into each table with a six feet whip. The end of the whip will be plugged into an outlet on the floor with a NEMA l14-20P connection and a minimum of 40 RJ45 data jacks spread evenly on the table top. *Cable connections must be able to be hidden from view either through a central channel or a split table scenario. Easy access to the center raceway is required for utilization of computer connection and power access. Access panels will be provided under each table for cable connection to allow for maintenance. *Cable outlets/jacks must be color-coded for easy identification of the level of security classification and type of data connection. *The table must provide snap-in receptacles at the center raceway. *The table must have the ability to punch out anywhere along the center raceway for electrical and communication needs. *It is preferable that cabling be handled in a lay-in format to avoid damage and tedious threading of cables. *Base feeds must be visible and accessible in order to abide by all State and local codes, however, all cabling and electrical connection must be clean and manicured. DESIGN/LAYOUT ADAPTATION AND PROJECT MANAGEMENT REQUIREMENTS *Design will be required for this project. The design support required for this project will involve adapting the successful Offeror's product to the physical conditions, configuration, and actual floor plans. Measurement and fit of the furniture are the responsibility of the awardee upon award. *A final format of AutoCAD drawings and CAP specifications is required. *Project management will be provided by the awardee. *All design and project management personnel must be fully certified. WARRANTY REQUIREMENTS *All furniture must be backed by a ten (10) year warranty, and an electrical warranty of five (5) years. *Warranty of all mechanical components must be for the lifetime of the products and cover both parts and labor, insuring no costs to the government. All wood surfaces and components must be covered by a minimum five-year warranty for both parts and labor. Anything above and beyond can be noted. Written warranties to be included in the proposal response. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ II. FORMAT AND SUBMISSION OF PROPOSAL Part A. Price 0001 Table A (to include delivery, installation, off-site disposal, warranty, etc.) 0002 Table B (to include delivery, installation, off-site disposal, warranty, etc.) Part B. Contractor Information The Offeror shall provide the following: (1) Nine-digit DUNS - DUNS is used to verify that the Offeror is in CCR. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the Central Contractor Registration (CCR) database prior to award of any contract. Information about CCR may be found at www.ccr.gov. (2) Nine-digit TIN - The Taxpayer Identification Number is necessary for electronic payment. (3) Certification information - provide manufacturer's information stating that the Offeror is certified to resell references from two different agencies/entities for similar work performed within the past two years. In particular, the certification information must explain: (a) that the Manufacturer specializes in the manufacture of commercial office furniture. (b) that the Manufacturer has a minimum of ten years experience and an established sales base and service support in the Washington, DC area. (c) that the Offeror has had an established relationship with the Manufacturer for a minimum of ten years. (d) that the Offeror has solid financial standing with the Manufacturer. (e) a representative from the Manufacturer shall be located within ten (10) miles of the Washington, DC facility for on-site assistance. (4) References for past performance of the Offeror - to be contacted by USSS. Provide three contacts, meaning full name, email address and telephone number, from three different agencies/entities for similar work performed within the past two years. Part C. Documents The Offeror shall provide complete set of the following: Color brochures and product literature (indicating features included). Installation instructions. Care and maintenance instructions. Test reports which verify that the proposed products meet or exceed ANSI/BIFMA requirements. Estimated installation schedule in calendar days. Drawings: one set of 8.5 x 11 3D and.25 to one inch plan view. Written warranty for all products. Two sets of all finish and other color samples (including metal, wood, etc.). Written documentation of Manufacturer's lead-time, delivery schedule, and installation schedule. Letter from the Manufacturer to confirm current financial status and certification of the Offeror. The Manufacturer must provide at least three references in the Washington area which demonstrate the manufacturer's capability to provide the various technical requirements needed for this project. The Manufacturer/Dealer shall have a representative or representatives located within ten (10) miles of the Washington, DC facility and have personnel that can provide immediate on-site assistance at every phase, including, but not limited to: product selection/specification, design, procurement, technical issues, shipping, and installation. Please put 187033 Custom Tables in the subject line. All proposals will receive a confirmation email; if you do not receive a confirmation then your proposal has not been received. Late proposals will not be accepted. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ III. EVALUATION FACTORS This is a best value requirement. An award may be made to other than the lowest-price proposal received. The following factors shall be used to evaluate offers: step 1: (1) technical acceptability; (2) technical quality of the product; (3) manufacturer's documentation (certification) and Offeror's past performance, and (4) price. As individual factors, technical acceptability is the most important, then technical quality of the product; then certification and past performance, and, lastly, price. Subfactors for Factor (1) technical acceptability: Special features that are required in effective program performance Probable life of the item selected compared with that of a similar item Warranty considerations Maintenance availability Documentation of how this particular product has performed and lasted Environmental considerations (i.e. recycled content, naturally renewable, ingredients, bio-based content, energy efficiency, etc.) Comfort/suitability of the item Manufacturer's history of service when different from Offeror's past performance Lead times Technical Qualifications/appropriateness to application Offeror personnel cleared for access There are no subfactors for technical quality, certification and documentation, nor for past performance. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ IV. POST AWARD REQUIREMENTS SUBMITTALS *Within five days of award, Awardee shall submit the Contractor Personnel Access Form for all personnel. Submitted forms shall include a factory-trained project manager or head foreman with minimum experience of five years. *A final format of AutoCAD drawings and CAP specifications is required. *A CD of interim drawings may be requested by the Contracting Officer's Technical Representative. *Any changes to the original proposed furniture installation shall be updated and reflected on these "As-Built" drawings. *USSS SHALL APPROVE the final design before each table is built. *Upon project completion, the awardee shall submit "As-builts" to the USSS in the following format: CD or floppy diskette in the most recent AutoCAD/CAP release (no earlier than 2004). TERMS *All milestones must be met. This includes: field verification, design, manufacturing, and installation. Every effort will be made by USSS to inform the awardee regarding the proposed occupancy milestones. *The Manufacturer/Dealer shall be located within ten (10) miles of the Washington, DC facility and have personnel that can provide immediate on-site assistance at every phase, including, but not limited to: product selection/specification, design, procurement, technical issues, shipping, and installation. *Both the Manufacturer/Dealer and the awardee should have the ability to respond to initial installation and reconfiguration/repair requests within a twenty-four (24) hour timeframe. *Any additional costs incurred due to modifications resulting from any failure to field verify dimensions or other existing conditions will be the full responsibility of the awardee. *The awardee is responsible for modifying the tables to accommodate field conditions and other requirements as indicated on the furniture plans. This includes, but is not limited to, providing all necessary furniture parts and components to fully integrate and support all telecom requirements, providing and installing all electrical devices and cover plates, and accommodating any special requirements. *The awardee may be responsible for attending weekly construction meetings and to judiciously keep track of construction schedule, coordinate with USSS on the timely delivery of furniture product to project site so as not to incur any off-site warehousing cost. Any warehousing cost incurred shall be made part of awardee's responsibility. Any necessary time adjustments required for any task shall be coordinated and accommodated by all parties concerned for an overall timely move in date. DELIVERY REQUIREMENTS *Delivery hours will be from 6 PM to 6 AM and installation will be allowed during regular business hours. *USSS will notify the successful Offeror of projected date for delivery, and will aid in the development of delivery and installation milestones via project meetings and email updates. *All products included in the response must be available for installation. *The Offeror shall have the ability to provide warehousing if necessary. *The Offeror shall be responsible for insuring furniture and related materials during transit, delivery, and installation. *All deliveries shall be scheduled with the USSS and shall meet the requirements of the building. *The Offeror shall confine all apparatus, storage of material, and the operation of the workforce to areas mutually determined by all the involved parties. * The Offeror shall have their own delivery and installation team, led by a factory-trained project manager or head foreman with minimum experience of five years. A foreman shall be on-site. INSTALLATION REQUIREMENTS *Complete installation support is required. Installation crews must be factory certified and trained. *The awardee shall provide cleared personnel as required to assemble the tables and their components as indicated on the contract drawings. *The successful Offeror shall be responsible for off-site disposal/recycling of any/all refuse discarded during the installation and delivery. *The installation service to be provided by the awardee shall include complete wipe down of the furniture. The product shall be rendered completely ready for use. All packing materials and labels shall be removed and furniture shall be cleaned, polished, adjusted, leveled, and inspected for damage. The awardee shall clean or replace all items that may be marred during handling and installation. The awardee is responsible for cleaning and/or repairing any and all damages to the building that may occur as a result of the installation. *The awardee shall fully accomplish this installation, including resolving any and all problems, which may arise (punch list) within a maximum of 30-days from the agreed upon delivery and installation date of each phase. A punch list walk through is to be completed with the end user prior to occupancy. *A pre-installation walk-through will be mandatory at the site. Every effort will be made by all parties to coordinate and assure maximum cooperation between construction trades, delivery and installation personnel, and materials and project personnel. *The awardee shall provide and install products that meet all applicable governing local and Federal Codes. * The awardee shall coordinate furniture installation with the USSS. The awardee shall provide or verify necessary information regarding locations for power and telecom entries prior to installation. Failure to provide adequate information which could result in project delay and construction charges is the awardee's responsibility. CONTRACTOR PERSONNEL REQUIREMENTS Contractor personnel proposed to work under this contract shall be U.S. citizens (green cards not accepted) and non-felons. They shall be subject to and successfully pass Police background investigations prior to being admitted to the specified location. Within five (5) days of contract award, the contractor shall submit these completed contractor personnel access forms to the Contracting Officer's Technical Representative.
