Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price contract to Rockwell Collins, Inc., of Cedar Rapids, IA to procure ARC 220(V)3 HF system components from the equipment manufacturer to support modification of CH-46 aircraft. The ARC-220 is an airborne High Frequency (HF) radio system capable of long range communications. The system also employs advanced technology that simplifies and significantly increases the rate of successful connection during less than optimal atmospheric conditions. The ARC-220 is a compact variant from a line of commercial of the shelf (COTS) airborne HF systems produced by Rockwell Collins. These products are the only known HF systems designed and qualified for operation in military aircraft with advanced communication capability. As the ARC 220 original equipment manufacturer (OEM), Rockwell Collins owns exclusive rights to the design and manufacture of the system. This system is urgently required to support a Global War on Terror (GWOT) initiative that addresses the need for long range communication capability in the CH-46 aircraft. The Rockwell product line of HF systems is the current standard for airborne systems in DOD. The ARC 220 is capable of fully meeting CH-46 requirements as an entirely off the shelf system and offers significantly reduced total life cycle costs by sharing common support structure with a variety of other Navy/Marine platforms. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract will require the contractor to deliver sixty nine (69) each ARC 220(V)3 HF systems commencing 6 months after contract award at a rate of 4 units per month. The applicable NAICS code for this procurement is 336413. Note 22 applies.
