- The New Orleans District intends to award to Louisiana Department of Transportation and Development, Transportation Research Center, a sole source firm-fixed priced purchase order for commercial services consisting of three licenses to access Louisiana State Universitys (LSU) GeoInformatics GULFNet Global Positioning System (GPS) network in south Louisiana. The purpose is to obtain vertical elevations in south Louisiana. The Real-Time Kinematic (RTK) system serves surveying, engineering, construction, dredging, GIS, and other users. The LSU RTK system currently consists of 50 continuous GPS reference stations, 50 stations equipped with RTK controller software, and servers located at LSU. Corps users will be able to connect to this RTK Network system via commercial cellular data service. LSU will establish one new Continuous Operating Reference Station (CORS) on USACEs behalf; in the vicinity of the Lower Atchafalaya River. Existing LSU RTK services shall also be made available to USACE New Orleans District immediately from the start date of purchase order. The Louisiana State Universitys (LSU) Center for GeoInformatics operates the GULFNet Global Positioning System (GPS) network in the state of Louisiana. Their primacy in providing the sole infrastructure and service for the region was codified in August 2006 via State Law, ACT No. 194, HOUSE BILL NO. 689. The RTK Network requires a highly specialized mixture of skills and experience, including leveraging of the existing physical CORS station infrastructure that LSU has developed in conjunction with National Geodetic Survey (NGS). LSU has pioneered the development of this RTK system in our state and has full State of Louisiana backing. LSU also has the technical capacity and scientific experience with subsidence, and its measurement, specific to the understanding and supporting needs of this region. LSUs RTK Network are of significant value to the efficient and effective implementation of the HQUSACE Katrina Interagency Performance Evaluation Teams (IPET) guidance and recommendations for USACE-MVN in providing more accurate and responsible response to vertical elevations issues affecting our projects and successful program execution. All responsible sources may submit a quotation which shall be considered by the agency. THIS IS A SYNOPSIS AND SOURCE FOR SOUGHT COMBINED. THERE WILL BE NO SOLICITATION AVAILABLE FOR VIEWING.
