Description
The US Nuclear Regulatory Commission intends to enter into a sole source contract with the University of Michigan to obtain contractor support to aid in the development and assessment of the nuclear analysis capability required for the VHTR evaluation model that will be used for the NGNP. Specifically, the development work consists of the improvement of the PARCS-AGREE code for the analysis of gas-cooled reactors as well as its integration with other codes such as SCALE/AMPX and MELCOR. This contract also provides for application support for the steady-state and transient nuclear analysis of VHTR reactors. The University of Michigan is uniquely qualified to provide the services because it has the only team currently qualified having prior knowledge and experience in developing neutronics codes and the analytical skills to analyze experiments and perform neutronic and heat transfer analysis for gas cooled graphite moderated high temperature reactors. The PARCS development team is composed of the creators of the codes being developed; using this team will allow the NRC to avoid the unnecessary duplication of work, allowing us to complete the necessary research work in a timely and cost effective manner. The period of performance will be five (5) years. This is not a request for competitive proposals. Request for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services and the respondent has no conflict of interest with the projected activities.
