Description
NAICS Code: 334516 Repair of Mercury Continuous Emission Monitoring Systems (3) The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory, Air Pollution Prevention and Control Division (APPCD), located in RTP, North Carolina intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Tekran Instruments Corporation for the repair of Three (3) Tekran Mercury Continuous Emission Monitoring Systems (Hg CEMS). This procurement is for the repair of Three (3) Tekran Mercury Continuous Emission Monitoring Systems by the original equipment manufacturer. The estimated value of the Continuous Emission Monitoring System repairs is $97,000. The nature of the acquisition requires a contractor that possesses the unique capabilities to provide the components, labor and expertise to repair EPA's Mercury Continuous Emission Monitoring Systems. These unique capabilities are essential because if the Mercury Continuous Emission Monitoring System cannot be repaired, EPA will not be to perform necessary research. EPA has identified Tekran Instruments Corporation as the only provider of commercial equipment able to meet the requirements of this procurement. Subsequently EPA has determined that Tekran Instruments Corporation is the only manufacturer that can provide the items that can meet the requirement listed above. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the items with the specifications listed above may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation should be submitted in writing to Michael Kreacic via Fax (513) 487-2107 or email kreacic.michael@epa.gov. Telephone responses will not be honored.
