- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed contract: Remove existing coating from approximately 4,000 lf of steel sheetpile bulkhead, patch holes, and recoat. This contract involves a base portion for treating 1,000 lf and may include three additional options for 1,000 lf each. All coating removal and new coating shall be completed from the water but under dry conditions. A unique coffer dam system shall be employed so that the sheetpile bulkhead can be dried. For this reason, The USACE considers this specialized work. Barges shall be secured to the bulkhead. Anchors or spuds in the Canal are prohibited due to the presence of utilities on the bottom of the canal. The old coating shall be water jetted or abrasive blasted off the exiting sheetpile down to near-white metal for the top seven feet of the bulkhead. The Contractor shall repair holes in the steel bulkhead by sealing or welding on steel plates as per the specifications. All solids generated by these activities shall be collected and disposed of off-site. The Contractor shall also remove and replace one emergency ladder and associated sign plate(s). Once the prepared surface is dry, the Contractor shall then apply a two-component, solvent free and coal tar free epoxy coating with high corrosion and abrasion resistance. Award of a firm fixed price contract is anticipated in August 2009. Contract duration is approximately 120 calendar days and estimated cost range is between $1,000,000 and $5,000,000. Performance and Payment bonds will be required for 100% of contract award. NAICS for this project is 237990 and the size standard is $33.5 million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
