Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with DeepSea Power & Light, Inc., of San Diego, CA for the purchase of replacement under- water lights. The items requested are four 400 watt HMI lamps; two 400 watt HMI lamp sockets; six O-ring kits for Titanium SA2T, 6000 m; two connectors for 400 watt SeaArc 2; six single ballast housing o-ring kits; two dimmer control boards for electronic ballasts; two PC controller boards for ballast dimmers; three MD-001 ballast HMI dimmers and two ballast HMI: assy, final, ballast, single HMI-400W, with dimmer (6000 m). ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for new components and spare parts related to equipment already supplied by DeepSea Power & Light, Inc. These items must be compatible with NOAA's existing underwater system and were previously purchased and are currently onboard the NOAA ship OKEANOS Explorer. Market research has determined that these unique instruments and replacement parts are not interchangeable between manufacturers. Deep Sea Power & Light, Inc. is the only known vendor that produces this very unique underwater equipment which meets the government's requirements. For redundancy, these parts must be a direct replacement for the existing Government owned, 400W HMIs which are proprietary to DeepSea Power & Light, Inc. Delivery shall be 60 days after receipt of order. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
