Description
RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA’S E-BUY ONLINE PURCHASING TOOL. The American Recovery and Reinvestment Act (ARRA) of 2009 is an unprecedented effort to jumpstart our economy, save and create millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. ARRA is an extraordinary response to a crisis unlike any since the Great Depression. With much at stake, ARRA provides for unprecedented levels of transparency and accountability so that the American taxpayer will be able to know how, when, and where tax dollars are being spent. Spearheaded by a new Recovery Board (Board), this Act contains built-in measures to root out waste, inefficiency, and unnecessary spending. The location of Recovery awards and the areas of benefit are of great interest to the government and the American people. Mapping the location of where ARRA money is being spent using interactive maps on the Recovery.gov website is necessary to promote transparency and accountability. The Board has a requirement for “Interactive Web Mapping Software and Technical Support Services for Recovery.gov.” The requirement will support the Board in providing an interactive mapping capability for agency and recipient data through state-of-the-art commercial software and professional technical support. The work shall be focused on providing Web mapping software in the form of an Enterprise License Agreement (ELA) for the Board and its staff and, software installation, support, maintenance, and customization on a standalone computer host operated on behalf of the Board. The period of performance is one year post-award with options for two additional option years. The objectives of this award will be to contribute to a geospatial team identified by the Board in terms of technical and performance requirements, to provide appropriate software to meet the Board requirements, and to deploy a customized user interface that provides simple, intuitive access to Recovery data in a Web mapping environment. The context of this work is to supplementing and eventually replace Recovery.gov Version 1.0 (current) web mapping capabilities with a Version 2.0 set of capabilities that shall be online by October 1, 2009, in anticipation of the first round of quarterly recipient reporting. The solicitation will be a competitive acquisition based on a Firm Fixed Price (FFP) contract type with optional periods of performance. There will be no public bid opening. Responses to questions emailed to the below Point of Contacts regarding this acquisition will be posted to Recovery.gov, as practicable. This opportunity will be solicited using GSA’s e-Buy online purchasing tool. This procurement shall be conducted using competitive procedures. Please note that to be eligible for award of this project prospective contractors must be registered in Central Contractor Registration (CCR) and have completed and maintained current their Online Representations and Certifications (ORCA) (both can be linked to at www.bpn.gov) prior to closing date of offer. This is not a request for competitive proposals, nor is a solicitation available. This notice is provided for “informational purposes only” under the American Recovery and Reinvestment Act of 2009.
