- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology plans to procure on a sole source basis, a maintenance contract for the FEI NOVA Electron Microscope 200 s/n D102 from FEI Inc,; 780 Commonwealth Drive; Warrendale, PA 15086-3360. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 811219 the business size standard is 6.5M. The period of performance for this procurement shall be twelve months from date of award. The Biophysics Section of the Lab of Cell Biology currently owns the FEI Nova 200 electron microscope to perform the collection of structural data from a wide range of biological specimens by the “Slice and View” method which is unique to this instrument. Contractor shall provide one (1) preventative maintenance inspection, emergency service and replacement parts. Modern Electron Microscopes such as the Nova200 manufactured by FEI Company, currently installed in the lab is a highly complex instrument requiring continuous servicing by qualified engineers. The instrumentation encompasses high vacuum components, electromagnetic lenses, FEI CCD cameras, pneumatic systems all highly integrated into computer controlled access to the various microscope functions. Therefore a comprehensive Service Contract is essential for the smooth operation of the microscope. There is a complex level of digital access to all FEI electron microscopes and FEI CCD cameras including the Nova200 permitted only to the qualified FEI service engineers. Only FEI certified service engineers who are employees of the company and are trained in all aspects of service to electron microscopes are authorized to service the Nova200. The warranty on the microscope and all the parts is only guaranteed if it is serviced by FEI Engineers. These engineers are officially on call during the regular work week but will also answer emergency calls so as not to disrupt any ongoing use of the microscope. It is therefore imperative that each electron microscope must have an annual service contract. In addition, FEI holds multiple patents on the Nova200 D102 instrument and is the sole source manufacturer for all replacement parts and accessories regarding service. Each part of the instrument requires special handling which needs approval from FEI for replacements under the warranty. The Lab of Cell Biology is constantly upgrading the operating system with newest versions of the software and hardware. The new software requires fine-tuning, which is needs to be completed under the service contract for patent reasons. The service contract is quintessential for normal function of the heavily used systems including the Nova200. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on July 2, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
