The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: estimated August 2009 - August 2010 7. PLACE OF PERFORMANCE: DOS/INL/I 8. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Iraq Office with long term, extended TDY to Iraq. The Senior Police Advisor for Transition Planning will report directly to the Director of the Office of International Narcotics and Law Enforcement (INL) at Embassy Baghdad and will be responsible for the strategic planning for the transition of the Iraq Police Development Program from the Department of Defense (DOD) to the Department of State. Specific focus shall include assisting existing DOD and State entities currently involved in the administration and operation of the Iraq Police Program to jointly plan for the transition of the program, coordinate transition activities, engage with the Government of Iraq and Iraqi Ministry of Interior (MOI) on the scope of a future program, and implement all planned program changes by the following actions. Duties and Responsibilities •· Serve as the senior police expert in the development of a strategic transition plan and represent INL and the Department of State at all meetings, planning sessions and other plenary activities involving the development of a transition strategy. •· Work in a team environment setting priorities for a team comprised of State/INL, DOD and contractor team members. Support and coordinate INL participation on Embassy and DOD working groups in Baghdad on the transition of the police program and related operational impact. •· Provide technical law enforcement expertise, policy analysis, and program guidance, while establishing goals, objectives and priorities consistent with internationally accepted principles of democratic policing to accomplish the development of the strategic plan. •· Responsible for the development of the strategic transition plan with emphasis on plan development and execution, fiscal requirements, human resource requirements and planning environment, ensuring that the strategic plan integrates law enforcement organizational structure, police training, criminal investigation and intelligence capabilities, and a strong emphasis on community policing. •· Liaison with other foreign missions and international law enforcement agencies currently or potentially providing training and assistance to the Iraqi MOI and represent INL as the Senior Police Advisor for Transition Planning at conferences, meetings and training sessions involving international law enforcement partners to include NATO, EUJUST LEX, the United Nations, the European Union, etc. •· Develop appropriate guidebooks and manuals that provide transition planners and implementers with clear and concise instructions on the development of modern law enforcement organizations and methods. •· Maintain active and frequent dialog with INL's Office of Iraq Programs (INL/I) in Washington D.C., INL Baghdad and other U.S. Embassy Baghdad personnel, personnel from other relevant U.S. agencies, and USF-I and all military components involved in the transition, as well as international partners. Prepare regularly scheduled reports, papers and briefs for distribution to and/or participation of INL/I, U.S. Embassy Baghdad managers and supervisors, and USF-I military commanders. •· Maintain and extend a wide area of networking within the Iraqi government with emphasis on the Ministry of Interior and its component departments and directorates. •· Develop policy and guidance for planning and implementing transition requirements that ensures proper alignment with DOS/INL procedures and priorities. •· Oversee the implementation of the plan, to include supervision of assigned personnel, adherence to timelines and schedules, and ensuring planned activities are within budget considerations. Work with INL-I to justify requests for budget resources. Minimum Qualifications: •1. U.S. Citizen eligible for a State Department security clearance at the SECRET level. •2. A Bachelor's degree in public administration, police administration, police science, business administration, or an equivalent field from an accredited academic institution. •3. At least 10 years experience as a full-time, sworn officer in U.S. law enforcement with at least five years experience in a supervisory or managerial position involving operations, management, organizational development and/or strategic planning, At least one year of experience working with the U.S. military or coalition forces in Iraq or at least one year of experience in U.S. civilian policing missions in Iraq or Afghanistan. •4. Knowledge of the Iraqi MOI structures. •5. Superior negotiation and interpersonal skills. •6. Excellent oral and written English communication skills. Preferred Knowledge and Experience: •1. Knowledge of police development in an international environment; experience working overseas in a CIVPOL or related mission in a post-conflict environment. •2. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Defense and Justice). •3. Experience in the development of law enforcement curriculum, manuals, general orders, etc. •4. Familiarity with Iraqi history, culture, institutions and structures and the Iraqi legal system. •5. Familiarity with Middle Eastern history, culture, institutions and structures and/or civil law criminal justice systems. •6. Arabic language capability. Evaluation Criteria Factor 1 Offerer's ability to manage complex programs, and to effectively make recommendations, prepare budgets, and engage in program work. (30 points) Factor 2 Offerer's demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. (20 points) Factor 3 Offeror's ability to assist in creating and implementing U.S. foreign policy directives regarding the training, equipping, and continued development of the Iraqi Police. (20 points) Factor 4 Offeror's ability to effectively communicate with members of Congress, inter-agency personnel, and the international community, including police and non-police personalities, for the purpose of gathering and disseminating information pertinent to the US program and overall international Iraqi law enforcement development. (15 points) Factor 5 Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points) COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
