Description
THIS SOLICITATION IS BEING ADVERTISED ON AN "UNRESTRICTED" BASIS INVITINGFULL AND OPEN COMPETITION. The NACIS Code for this Solicitation is 561210: Basefacilities operation support services. The Size Standard is $35,500,000.00.The estimated value for subject requirement is between $500,000 to $1,000,000.This project consists maintenance and repair services for HVAC and chilled waterequipment/systems for various buildings at the Space and Naval Warfare SystemsCommand, Naval Weapons Station, Charleston. The work includes providing alllabor, transportation, equipment, materials, tools, supplies, and supervisionrequired to maintain the following, but not limited to, type equipment andperipheral systems: Water chillers/air conditioning units including large (300Ton) reciporcating and high pressure rotary screw compressor equipped chillers:Air Handling Systems, Variable Air Volume Terminals; Pumps; Electric Motors andControllers; Chilled Water Piping System! s; Chilled water system chemical treatment, including chemicls; Adjustablefrequency drives; Computer room air conditioning units; Mechnical thermalinsulation; HVAC control systems to include microprocessor-based Direct DigitalControls (includes Metasys and Automated Logic Direct Digital Controls);Steam/Hot water boilers; Dehumidifiers; Steam Humidifier sand Exhaust fans. This effort requires the offeror to have required knowledge, understanding andexperience with the above-mentioned equipment and peripheral systems. This procurement may result in the award combination firm fixed price/indefinitequantity type contract to the responsible proposer whose proposal conforming tothe solicitation will be "BEST VALUE" to the Government, price and technicalfactors considered. The performance period for this potential contract is 5years (Base years + 4 option years). The Government reserves the right toreject any or all proposals at any time prior to award; to negotiate with any orall proposers; to award the contract to other than the proposer submitting thelowest total price; and to award to the proposer submitting the proposaldetermined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT IINTENDS TO EVALUATE PROPOSALS ANDAWWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED.Therefore, proposals should be submitted initially on the most FAVORABLE terms.Proposers should not assume that they will be contacted or afforded anopportunity to qualify discuss, or revise their proposals. The Government intends to issue the Request for Proposals (RFP) electronicallyposting it on this website, on or about 22 June 2009, Prospective Offerors MUSTregister themselves on the website. The official plan holders list will bemaintained and can be printed from this website. Amendments will be posted onthe website for downloading. This will be the only method of distributing amendments; therefore, IT IS THEOFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TOTHIS SOLICITATION. Offerors must also be registered in the Contractors CentralRegistration (CCR) in order to participate in this procurement. The website forCCR is http://www.ccr.gov.
