- Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify contractors that the Food and Drug Administration (FDA) is seeking competition of this requirement in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procures. Under the simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-32. This synopsis is designated for 100% Small Business Set Aside competition for a firm fixed-price purchase order. Prospective offerors are responsible for monitoring the FedBizOpps website for the release of any amendments to this solicitation. Hard copies will be provided to individuals eligible under the Americans with Disabilities Act and Rehabilitation Act upon request. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This combined synopsis solicitation is issued as a Request for Quotations (RFQ). The FDA intends to award a purchase order for an Eclipse Asymmetric Field Flow Fractionator (AFFF). AFFF Eclipse 3 Complete System Eclipse Asymmetric Field Flow Fractionator system includes: Eclipse 3 chassis (*requires an Ethernet connection): computer controlled valves and flow meters for regulating channel & cross flow rates, electronic valves for switching among elution, focusing and flush mode, combination of LiquiFlow and motorized needle valve for the generation of injection flow. - AFFF separation channel, membranes, and spacers; - Chemstation Software: digital control of Eclipse Chassis, Agilent LC Components; method and sequence files can be stored; - Agilent 1200 isocratic LC pump (*requires an Ethernet connection); - On-line vacuum degasser; - Compatible computer; The devise characteristics: •Separation range: Approximately 1 nm to 10 µm, depending on specific sample properties •Cross-Flow ranges: 0.15 ml/min to 8.3 ml/min, 0.1 to 6.6, 0.05 to 5 ml/min, or 0.02 ml/min to 3.2 ml/min, Maximum total flow rate (cross flow plus detector flow rate) is 10 ml/min (flow rates refer to water; maximum dynamic range between minimum and maximum flow rate in one run is 50) CoriFlow Flowmeter does not require calibration specific to solvent •Temperature control available as an option. Temperature range 5°C to 85°C. Connects to your existing flow cell manifolds to apply a radio frequency ultrasonic field to minimize particulate adhesion to the flow cell windows and through-bore. Compatible with the DAWN DSP, DAWN EOS, DAWN HELEOS, miniDAWN,miniDAWN Tristar, and miniDAWN TREOS instruments. The device is internal to the light scattering. Ambient Cell Cleaning Kit 900001-21 The soft tip, reversed tweezers for handling cell windows; the lens tissue; and the wrist strap prevents static electricity buildup that can attract charged dust particles from coming back. 900003-Microbatch Filter Kit Necessary for calibration of DAWN, flushing the flowcell, or perform Microbatch experiments. The disposable syringes, the luer adapter and the syringe tip filters to prevent contamination of the flow cell. WyattQELS System The WyattQELS™ (Quasi-Elastic-Light-Scattering) is a compact, add-on instrument that can be connected to the DAWN in order to determine particle sizes and their distributions. The WyattQELS™ instrument contains a real time digital correlator. The correlator measures the autocorrelation function of the intensity signal from any one angle of the DAWN. The correlator then calculates the hydrodynamic radius at each elution time in order to provide hydrodynamic radii over an entire chromatographic peak. The device is internal to the light scattering. Peltier Option for Dawn Heleos By incorporating an air cooled Peltier to temperature-regulate the sample, the process can operate at temperatures between 0şC and 150şC, thus achieving a stability that is greater than 0.01şC. The device is internal to the light scattering. Vacuum degasser Accessory for AFFF Eclipse 3 Complete System 4-channel degasser EVALUATION AND AWARD: Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this purchase order to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price-- price warranty to include four (4) option years. Technical Capability is significantly more important than price. The FDA intends to make an award immediately after the response date of this notice. The award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
