- AMENDMENT TO ANNOUNCE TO CORRECT SET ASIDE, NAISC CODE, PSC CODE This is a total small business set-aside procurement under NAISC classification code: 325320, and PSC: F006. The small business size standard is 500 employees. Scope of Work: Project to treat exotic, invasive plants in the Swanson Oil and Gas FieldBackground: There are now 110 exotic plant species recorded on the Kenai Peninsula, of which 43 are considered invasive and 63 occur on the Kenai National Wildlife Refuge. A survey by Refuge staff on 29-31 August 2007 revealed at least 32 exotic plant species growing on pads, roads, tank settings, and right-of-way corridors within the Swanson Oil and Gas Unit. As many as 14 different exotic plant species occurred on some pads. Observations of yellow sweetclover, common tansy, and cattail within the Swanson Unit are the first and only sightings of these species on the Refuge. In addition, two hawkweed species (Hieracium caespitosum, Hieracium umbellatum) found within the Swanson Unit are particularly aggressive invaders and appear to be spreading from the northernmost pads including the area of planned access for the East Satellite project. White sweet clover (Melilotus alba), another aggressive invader which is being dispersed throughout Alaska by vehicle tires, is well distributed within the Unit. Reed canary grass (Phalaris arundinacea), which potentially threatens the Swanson River, also occurs at several sites within the Unit. There is a small window of opportunity to control and perhaps even eliminate these species from the Unit through the use of herbicides and better management practices. Proposed treatments: There are at least 175 acres on 60 pads that are infested with hawkweeds, white and yellow sweetclover, and reed canary grass. In addition, there are several infestations along access roads and power lines outside the pads themselves, including at least 5 acres of reed canary grass distributed in seven colonies. The most comprehensive approach is to visit and treat infested areas of all 60 pads and the roads that connect them for a period of two years and a third only applying foliar products. This scope of work addresses only the first year (2009). Herbicides to be used include Roundpro to treat reed canary grass on approximately 15 acres; Transline as a foliar application to treat hawkweeds and sweet clover on approximately 120 acres; and Casoron on approximately 40 acres as a pre- emergent applied in the spring before plant green up and seed germination (see attached table for application rates). Other chemicals may be considered as warranted. The herbicides will be applied with a surfactant or carrier to help the herbicides to set and penetrate the stem and leaf surface. The pads will be graded as early in May as possible in order to apply the pre- emergent so the product can break down and set; the pads may also have to be watered down after the pre-emergent is applied to prevent run-off. In June or July, the hawkweeds will be treated with a foliar application which also acts as a post and pre-emergent. The reed canary grass will be foliar treated in spring and weed wacked and foliar application in the fall. The white sweet clover will be treated in May through September with both post and pre-emergent. Responsibilities: The contractor will be certified by the State of Alaska (DEC) as a pesticide applicator. The contractor will be responsible for preparing, transporting, and storing and applying all chemicals. The contractor will provide their own application equipment including backpack sprayers, holding tanks, and appropriate safety equipment. All treatments will be applied in a timely way and in coordination with appropriate staff at the Kenai National Wildlife Refuge (KENWR). KENWR will be responsible for pre- and post-treatment monitoring to assess efficacy. Table 1. Four EPA-registered berbicides and two surfactant proposed for use on the Kenai National Wildlife Refuge.
