- The USPFO for Arizona is requesting proposals for the project entitled Construct Readiness Center for the Arizona Army National Guard located at Camp Navajo (CN), PO Box 16123, Bellemont, Arizona, 86015-6123, in Coconino County. Solicitation to be issued on or about 01 JULY 2009. A Pre-Proposal Conference and Job Walk will be conducted at 10:00 a.m. MST/LOCAL, Wednesday, 1 JULY 2009, at CN. The work included in this project is comprised of GENERAL CONSTRUCTION of a Readiness Center (approximately 52,680 sq/ft) and associated site work. The magnitude of this project is greater than $10,000,000.00. Work is not limited to mechanical, electrical, and concrete trades but will include them. The associated North America Industrial Code System (NAICS) code is 236220. This Request for Proposal solicitation is 100% Small Business Set Aside in accordance with FAR Clause 52.1219-4(b). This Request for Proposal will result in a Firm-Fixed Priced Contract for construction of the specified project. Proposals are due no later than 4:00 p.m. MST/LOCAL, on 30 JULY 2009. As a result of this solicitation, the Government intends to award a single Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose proposal represents the: (#1) lowest priced contractor meeting the source selection criteria provided. To meet source selection requirements, the contractor must provide documented evidence of having successfully and satisfactorily performed a minimum of 3 building construction contracts within the past five (5) years comparable in size, scope, and complexity to this requirement. This information needs to be provided within five WORKING (5) days of the proposal due date to be eligible for award. Offerors must provide source selection criteria and past performance information to this office IAW Exhibit C of the RFP. And (#2) best value after evaluation IAW the factors and sub-factors noted in the solicitation. Evaluation by the government will result in selection of a firm that represents the best value to the Government. Offerors are advised that this project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. Interested contractors must register as a plan holder at the National Guard Electronic Business Systems (NG EBS) website at http://www.nationalguardcontracting.org/ebs/AdvertisedSolicitations.asp Look for Solicitation Number=W912L2-09-R-0012 to receive notices of updates and Amendments to this solicitation. The plans and specifications will be made available on the NG EBS website. Requests for copies of this solicitation in any other format than what is advertised will be disregarded. Contractors must be registered in the Central Contractor Registration (CCR) before an award can be made, see the CCR website at http://www.ccr.gov/ to register.
