- Description
- The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD has a requirement for an ultra high pressure liquid chromatography (UHPLC) for amino acid analysis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. It will be the responsibility of the contractor to check the website for the issuance of any amendments/changes to the solicitation. Quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) incorporates all provisions and clauses in effect through Federal Acquisition Circular 05-33. The North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 500 employees. This proposed combined synopsis/solicitation is full and open. This RFQ is FOB Destination with delivery and acceptance at the Armed Forces Radiobiology Research Institute (AFRRI). The Government requires the best commercial warranty offered to the general public and to the vendor's best customer. This requirement is for a firm fixed-priced purchase order for the following Contract Line Item Numbers (CLIN) outlined as follows: CLIN, Description, and Quantity. CLIN 0001 Ultra High Pressure Liquid Chromatography Qty: 1 Point of Delivery: FOB Destination Location: Armed Forces Radiobiology Research Institute (AFRRI) 8901 Wisconsin Avenue Bethesda, MD 20889-5603 Minimum Specifications: The following requirements for the UHPLC are: General Specifications: Discriminate and detect among amino acids in serum, especially citrulline, and those related by structural formula to citrulline. Can utilize 2.0 micron to 3.0 micron particle size columns Can perform Ultra-HPLC and conventional HPLC applications and methods. AutoSampler Specifications: Autosampler with Peltier Cooling/ User Interface (UI)I Pad. Have Advanced Gradient Function (that eliminates/reduces dead volume effect and reduces analysis time). 3. Sample injection method: Direct injection 4. Sample injection volume: 0.1 to 50 μL (with standard syringe); 5 to 4500 μL (with optional syringe) or similar 5. Settable temperature range: 1 to 35 °C or similar (in increments of 1 °C) 6. Cooling performance: 4 to (room temperature) 5 °C at ambient temperature 15 to 25 °C and relative humidity 60%, or similar 7. Cooling system: Peltier effect-based thermoelectronic cooling type Fluorescence Detector Specifications Light source: Xe lamp; Hg lamp (for checking wavelength) Diode Array Detector Specifications: Deuterium and tungsten lamps are utilized to ensure maximum sensitivity in the UV and Visible ranges. UHPLC Personal Workstation - With PC •1. full system control and data acquisition/analysis process and data storage. •2. supported by 1 year Software Information Support plan Installation/Operations Instrument/Software Specifications •1. Basic Instrument and Advanced Training provided Warranty/Service Agreement Specifications 1-2 years of service. To include emergency service, parts, and labor. Software/Service Packs The customer can download service packs, feature releases or software upgrades. Can order, at no charge, software media (CD or DVD). Minimum 1 year service. The Government will award to the responsible offeror whose offer conforms to the combined synopsis/solicitation, is most advantageous to the government, based on the price and other factors considered (e.g. quality, delivery, and warranty). Offerors must provide specifications and/or literature documentation of the UHPLC. To be eligible for contract award, a contractor must be registered with the Central Contractor Registration (CCR) database. For instructions on registering with the CCR, please see the CCR web site at http://www.ccr.gov. All offerors are required to submit a completed copy of the Federal Acquisition Regulations (FAR) Provision 52.212-3, Offeror Representations and Certifications - Commercial Item, with the offer.
