- The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) seeks to procure on a sole source basis the QIAxel multicapillary electrophoresis system with QIAGEN Inc., 27220 Turnberry Lane, Suite 200, Valencia, CA 91355. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.5 01-(a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 333298 and the business size standard is 500 employees. The NINDS Neural Coding and Computation Section (NCC) is in need of an automated electrophoresis system for analyzing DNA fragments from restriction digest and PCR reactions for plasmid construction, as well as genotype verification. The QIAxcell is a multicapillary electrophoresis system which uses the QIAxcel analyzer, a unique multiplexed fluorescence detection design including an array of light-emitting diodes and micro-optical collectors, QIAxcel Gel Cartridges, BioCalculator software, and a computer. The QIAxcel's high detection sensitivity down to 3-5 bp for fragments smaller than 0.5 kb allows more accurate results and higher confidence in data detection compared to conventional slab gel methods. Sample consumption of less than 0.1 ul per analysis saves precious sample for further downstream analysis. QIAxcel system can allow cartridges to be used for up to 6 months; up to 96 samples can be analyzed in parallel. The QIAxcel system speeds up DNA and RNA analysis applications by eliminating slab-gel analysis while streamlining entire sample purification and analysis workflow. QIAxcel instrument was previously known as eGene and has been successfully used by many laboratories at the NIH. In order to maintain compatibility with ongoing studies/experiments, it is crucial for the NINDS-NCC to acquire the QIAxcel system which is available only through QIAxcel Inc. This is not a solicitation for competitive quotations. However, all responsible sources may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NINDS to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the Office of Acquisitions, NIDA, on or before 3:00 PM ET June 26, 2009. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
