Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Delivery Requirements: A minimum of 25 units must be received by the Government not later than July 10, 2009 and all other unites must be received by the Government not later than July 20, 2009. Alternate days of delivery may be suggested. Alternate dates if submitted should be as close to the desired dates as possible. Delivery Location: USDA Forest Service, R8-Regional Office, 1720 Peachtree Road, NW, Atlanta, GA 30309; Attn: Dennis Krusac Contract Line Item 1. Bat Detector 50 each $______________ $___________________ Bat Detector Specifications General Specifications: Bat Detector: Bat detector must store bat call data to a compact flash (CF) or secure digital (SD) memory card. Global Positioning System compatibility: The bat detector must be capable of simultaneously recording bat calls and GPS locations, if the detector is connected to a GPS system. Real Time Clock: The bat detector must have an internal real time clock to track the date and time bat calls are recorded. Replaceable Transducer: The bat detector must have a replaceable transducer. Batteries: The bat detector must be capable of being powered by either 4 internal ‘AA’ sized batteries or a 12 volt external battery. Battery Power Conservation: The bat detector must have the capability to be programmed to start recording on a specific date and time or between certain hours of the night. Connecting to Computer: The bat detector must be capable of connecting to a PDA or laptop computer to produce real-time sonograms of detected bat calls for identification of bats in the field. The detector must also have selectable audio and data division ratios, low battery indicator, audio mute, and calibration tone. Data Analysis: The bat detector must record data in such a fashion as to be analyzed using AnalookW™ sound analysis software. Compatibility with Existing Equipment: The bat detector must be compatible with Anabat systems. New versus Used Detectors: We will only acquire new equipment. Technical Specifications: Detector Type: The bat detector must be a frequency division type with 2 selectable data division ratios (8 and 16) and 3 selectable audio division ratios (8, 16, and 32). Frequency Range: The bat detector must have a frequency range between 10 – 200 kHz Bandwidth: The bat detector must have a bandwidth between 20 – 200 kHz. Microphone type: The bat detector must have an electrostatic capacitance microphone. Outputs: The bat detector must have a headphone socket, PC output, 12 volt power input, and HF output. Size: Bat detector size cannot exceed 6.5 inches (16.5 cm) x 3.6 inches (9.1 cm) x 2 inches (5 cm). Weight: Bat detector weight cannot exceed 1.2 pounds (545 grams) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33 and the current FAR effective on June 15, 2009 The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial 52.212-2, Evaluation-Commercial Items – Evaluation 52.212-3, Offeror Representations and Certifications-Commercial Items – As required by the provision an Offeror shall complete only paragraph (b) of the provision is the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov.
