- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is 100% set-aside for Small Business. The National Institute of Standards and Technology (NIST)/Summer Institute for Middle School Science Teachers, a collaboration between NIST and local school districts, is a two-week long workshop designed to support middle school science teachers through a combination of hands-on activities, lectures, tours, and visits with scientists in their laboratories. Planned to coordinate with the middle school curriculum, the teachers are provided with resources and instructional tools for teaching math and science, with an emphasis on the measurement science used at NIST. Led entirely by NIST scientists, the Summer Institute translates the cutting-edge research done in the laboratory into activities intended to be carried out in the classroom. Networking among the scientists and teachers provide long-term resources through the on-going relationships for the teachers and their students. Teacher participants in the first three years of the NIST Summer Institute return during the school year for Science Afternoons at NIST with a focus on a particular topic with seminars, tours, and hands-on activities. This is a brand name only requirement. Only the make and model of equipment specified shall be considered for award. The Vernier Software and Technology “LabQuest” is a hand held stand alone scientific laboratory interface with over 50 available sensors/probes including a motion detector, pH sensor, voltage probe, stainless steel temperature probe, light sensor, dual-range force sensor, gas pressure sensor, hand-grip heart rate sensor, conductivity probe, and magnetic field sensor. NIST has purchased LabQuests for use with the first group of teachers in the NIST Summer Institute during the summers of 2007 and 2008, and must continue to purchase the identical equipment that the new teachers coming into the program in summer 2009 will have the identical equipment. NIST scientists use this equipment to develop activities to teach the teachers and thus the teachers must have the same equipment. The teachers in the program interact with each other in development of activities and labs for their students. For their efforts to be effective, they must have the same equipment. Additionally, past participants in the Summer Institute are invited to participate and share experiments they have developed using the equipment. This is beneficial to all participants because they all have the same equipment. All responsible quoters shall provide a quotation for all of the following line items. All part numbers have been confirmed at the Vernier Software and Technology website, www.vernier.com. LINE ITEM 0001: Quantity 20 each Vernier “Labquest” Middle School Science Deluxe Package, Vernier Part Number LQ-MS-DX; LINE ITEM 0002: Quantity 20 each Vernier Middle School Science with Vernier Lab Book; Vernier Part Number MSV; LINE ITEM 0003: Quantity 20 each, Logger Pro 3 Software, Windows based, Vernier Part Number LP; LINE ITEM 0004: Quantity 20 each, 02 Gas Sensor, Vernier Part Number 02-BTA; LINE ITEM 0005: Quantity 20 each, CO2 Gas Sensor, Vernier Part Number CO2-BTA; LINE ITEM 0006: Quantity 20 each, Biochamber 2000, Vernier Part Number BC-2000. DELIVERY Delivery must be completed not later than 3 weeks after receipt of order. All line items shall be delivered to NIST, ATTN: Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899. Delivery term shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. FINAL ACCEPTANCE Final acceptance shall be provided and payment in full shall be made upon receipt and acceptance of all line items. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made on a technically acceptable/low price basis. Technically acceptable means that all line items are identical to those required by this solicitation. Of the technically acceptable quotations, price shall be the determining factor. REQUIRED SUBMISSIONS All quoters shall submit the following: 1) An original and one copy of a price quotation which addresses all line items; 2) Confirmation that the required line items shall be delivered; 3) Confirmation that the quoter is a small business; 4) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation. 5) In accordance with Federal Acquisition Regulation (FAR) clause 52.204-7, the successful quoter must be registered in the Central Contractor Registration (CCR) prior to award. Reference www.ccr.gov for details. Refusal to register shall forfeit award of a purchase order. DUE DATE FOR QUOTATIONS All quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 3:30 p.m. local time on June 19, 2009. FAX quotations shall not be accepted. E-mail quotations shall be accepted. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Carol Wood, Contract Specialist on 301-975-8172. NIST is not responsible for late delivery due to the added security measures. In addition, quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver quotes on time.
