Description
Attachment 3, Appendix B, Barriers and Sliding Gates Attachment 2, Appendix A, Estimated Workload Data Attachment 1, Market Research Questionnaire THIS IS A PRE-SOLICITATION SYNOPSIS ONLY. The Government is not requesting proposals at this time, but will post a Request for Proposal (RFP) in the near future. The 700th Contracting Squadron (700 CONS), Ramstein Air Base, GE, is planning for an upcoming requirement for maintenance, repair and safety inspection of pop-up barriers (tire shredders), drop-arm barriers, bollard (pole) barriers and sliding gates in the Kaiserslautern Military Community (KMC), Germany located at Ramstein, Sembach, Vogelweh, and Einsiedlerhof. The contractor shall provide all personnel, tools, supplies, equipment, and labor necessary to perform safety inspections, preventive maintenance and repair to barriers and sliding gates throughout the KMC in a manner that will ensure continuous proper operation. Every aspect of service of the barriers and sliding gates shall be performed in accordance with the standards described in the Performance Work Statement (PWS), which will be made part of the solicitation. The proposed contract type is a Firm-Fixed Price, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The procurement procedures outlined in FAR Part 12 and Subpart 13.5 will be utilized for this acquisition. North American Industry Classification System assigned to this acquisition is 811310. As this is an overseas effort, The Service Contract Act (SCA) wages and Small Business Administration (SBA) Small Business Size Standards will not apply. Lowest-Price Technically Acceptable (LPTA) procedures will be utilized for this procurement. Award will include the base period, plus four 1-year option periods. The base period of performance is 1 October 2009 through 30 September 2010. Request interested service providers answer the following attached questionnaire (Atch 1) to determine if this service is readily available in the commercial/private sector, no later than 26 June 2009, at 4:00 p.m. local German time (GMT +1).
