Description
Solicitation Number: NHLBI-PB-(Hl)-2009-188-DDC Title: Professional, administrative, and management support services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-PB-(HL)-2009-188-DDC and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-32. The estimated level of effort for this requirement is not expected to exceed 1,673 hours during the period of performance, beginning the date of award and for approximately twelve months, for an average of three (3) days (24 hours) per week. Period of performance: The proposed performance for this service will consist of one (12) month basic contract period (July 14, 2009 – July 13, 2010) and will include two (2) options to renew for a twelve month period per fiscal year. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $7.0m per annum. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) requires the services of a consultant with expertise in budget, personnel, procurement, space management, and have a unique knowledge of NIH/NIAMS policies and procedures. The contractor is required to provide advice to senior management including the Chief, Administrative Management Branch (AMB), IRP, NIAMS. Background Information: The National Institute of Arthritis and Musculoskeletal and Skin Diseases is to support research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases, the training of basic and clinical scientists to carry out this research, and the dissemination of information on research progress in these diseases, and is committed to a comprehensive program innovative scientific research and clinical excellence that accommodate efficient administrative support from the Administrative Management Branch (AMB) in the areas of personnel, procurement, budget, and space management. Objectives for the Procurement: The primary objective of this requirement is to continue to have an experienced Consultant that has demonstrated a commitment to providing excellent service to the Scientific Director (SD), Clinical Director (CD), Laboratory Chiefs, Principal Investigators, and all NIAMS staff. Scope of Work: The contract will involve and include, but not limited to the following as outlined in the Statement of Work (SOW); The Contractor shall provide advice to the SD and the CD to develop plans for renovating existing or newly-acquired space. Prior experience with renovations of Federal Government facilities, NIH campus or an equivalent campus layout. The Contractor must have extensive experience working with architects, construction contractors, furniture installers and Federal Project Officers. The Contractor must understand the research of the Intramural Research Program (IRP) investigators or its equivalent that is having space designed in order to communicate their needs to the architects. In turn, the Contractor will draw upon previous experience in the interpretation and understanding of architectural plans to clarify the plans in discussions with IRP scientists pertaining to the renovations of laboratory space for the staff. The Contractor will work closely with the SD and CD and the Project Officer, participating in numerous meetings to discuss the optimal design of the laboratory space and special equipment requirements, setting up a time frame for the renovations, and arranging for the laboratory staff to move to their new location. The IRP staff will be relocated amongst buildings on the NIH campus to optimize laboratory space for the current needs. In order to provide the SD with sound advice regarding the relocation, the Contractor will have first-hand knowledge of the building(s) layout with the NIH laboratory assignments. Since laboratory spaces are limited within the buildings, certain equipment, such as tissue culture hoods and incubators, freezers, and more specialized equipment, are shared among the laboratory workers within an area. In planning the IRP laboratory moves/renovations, the Contractor must meet with the Principal Investigators to assist them in the coordination of their move to newly-assigned space and to assure that the SD=s plans regarding shared space are implemented. The Contractor is also required to meet with Safety officials to insure that all safety issues are properly addressed, and that the moves are in accordance with NIH and Department of Health and Human Services (DHHS) policies and guidelines. Based on previous experience organizing laboratory and office moves at NIH, the Contractor will provide oral and written instructions to employees in preparation for the move of scientific equipment, computers, phones and staff. Special arrangements (such as providing short-term incubator space) may be required to assure that ongoing experiments are not disrupted by the move. The Contractor will work closely with the Clinical Director and Scientific Director to recruit tenured and tenure-track investigators, including specialists in adult and pediatric rheumatology, as well as fellows and staff scientists. The Contractor must possess knowledge of the Federal and NIH policies, procedures, rules and regulations as they apply to IRP personnel mechanisms and recruitments for both US and foreign staff which are mostly composed of administratively complex and time-limited appointments. The Contractor must possess knowledge of visa rules and regulations. The Contractor will act as the initial point of contact for new hires to provide them with sound advice, to familiarize them with the NIH procurement and travel regulations, and to assist them with laboratory and office purchases necessary to set up their new programs. In order to accomplish these tasks, the Contractor must have knowledge and experience with the administrative support of the types of research carried out by the Institute which studies the following diseases and conditions: arthritis, rheumatism, immunology and inflammation, as well as basic research in skin, muscle, cartilage and muscle biology. Understanding the unique requirements for support of this work will allow the Contractor to assist researchers in purchasing specialized equipment, and in issues related to space, staffing and safety. The Contractor will contact numerous vendors of scientific equipment to discuss specific differences in models, specifications and maintenance contracts, and to obtain quotes. Knowledge of appropriate sources of scientific equipment, based on past experience, will be necessary to assist scientists in equipping their laboratory with basic items (such as freezers, refrigerators, centrifuges, incubators, tissue culture equipment, power supplies, gel and immunoblotting equipment, water baths, pH meters, balances, PCR machines and spectrophotometers) and more specialized equipment. The Contractor will have knowledge and experience in organizing conferences with approximately 200 participants. The Contractor will develop guidelines, plan, and direct the logistics of the annual IRP Scientific Retreat. The Contractor=s responsibilities include, but are not limited to: communicating Retreat information to participants, providing on-site registration for attendees, and planning and directing the logistics of all conference activities with the conference facility. The Contractor=s position is part-time, generally not more than 3 days or 24 hours per week. The Contractor will work on campus, using government provided office space and equipment. Free parking on the NIH campus is provided; however, mileage is not provided. Technical Evaluation Criteria: 1.Demonstrated knowledge and understanding of the NIAMS IRP program and specific knowledge in the areas of budget, personnel, procurement and space management. 2.Availability and experience as an administrator in an NIH Intramural research program. 3.Knowledge of Federal, NIH, and NIAMS policies and procedures and rules and regulations in the areas of Human Resources, Budget, and space management. 4.Demonstrated experience as a Project Manager within an Intramural research setting. The Market research conducted by the Government has determined that there were no responses to the previous publication. The Offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The Offeror must include in their quotation the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov.
