Description
REQ # 1056852 The Food and Drug Administration (FDA) is seeking Full and Open Competition for a service maintenance agreement for a Waters High Pressure Liquid Chromatography (HPLC) and Gel Permeation Chromatography (GPC). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant firm fixed price purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-32. This announcement constitutes the only solicitation and a written solicitation will not be issued. The synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13, for the following service agreement, under the simplified acquisition procedures. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing Best Value and discussions are not necessary. Requirements: Service Agreement for Waters High Pressure Liquid Chromatography (HPLC) and Gel Permeation Chromatography (GPC) 1) Service and Preventative Maintenance Contract to cover services calls and repairs: GPCV2K – ALLIANCE GPCV 2000 with Alliance GPC2000 Acquisition software 2410 – DIFFERENTIAL REFRACTOMETER DETECTOR 474 – FLUORESCENCE DETECTOR 717 – AUTOSAMPLER 717 - AUTOSAMPLER 515 – HPLC PUMP 515 – HPLC PUMP 515 – HPLC PUMP DEGASSER DEGASSER SATIN CHM – COLUMN HEATER MODULE PCM –PUMP CONTROL MODULE PCM – PUMP CONTROL MODULE TCM – TEMPERATURE CONTROL MODULE EMPOWER SOFTWARE W/ BUSLACE EMPOWER SOFTWARE W/ BUSLACE 2) Agreement type: Service and Preventative Maintenance for the following: 1.Preventive Maintenance: field service engineers shall perform corrective maintenance on equipment listed as part of this agreement at the frequencies indicated. 2.Electrical Safety: field service engineers shall test the equipment listed as part of this agreement at the frequencies indicated./Customer technical support and engineer support through remote monitoring and diagnostics. 3.Corrective Mainteance: field service engineers shall perform corrective maintenance on equipment listed as part of this agreement, as necessary, Monday through Friday (excluding holidays) between the hours of 8:00 a.m. and 4:30 p.m., at no additional charge to the CUSTOMER. Any labor for relocation of equipment, welding, and overhaul is not included. 4.Preventive and Corrective Maintenance Materials: All parts cost is included in this agreement excluding: consumables, expendables, upgrades, modifications, doors and door rebuilds, chambers, frames, table sub-assemblies, table accessories, generators, utility air compressors, pump and motor assemblies (1 HP and greater), disposer catalytic cells, disposer blower assemblies, sonic transducer assemblies, sonic generators, surgical light structures, surgical light camera’s, system 1 lids, system 1 trays, system 1 drip pans and replacement control assemblies. 5.Documentation: Contractor shall provide the following documentation to the CUSTOMER: Preventative Maintenance Reports, Corrective Maintenance Reports and Equipment Maintenance Stickers. 6.Offer shall also provide warranty on parts and labor at a minimum of 90 days. 7. Customer training 8. Onsite repair(travel/labor and parts included)/Annual performance on site visit 9. Instrument and software upgrades and updates 10. Genuine Waters Quality Parts of all Waters HPLC, GPC, GC/MS parts Period of Performance: 1.Service and Preventative Maintenance a.Base year: Plus three Option years CCR: Vendor must be registered in the Central Contractor Register (CCR) prior to the award of the contract. You may register by going to www.ccr.gov. You will need to your Tax ID, Duns Number, Bradstreet number and banking information. QUOTATIONS DUE: All quotations are due to: Vida.Niles@fda.hhs.gov, no later than 4:30 pm, EST on June 30, 2009. PROVISIONS and CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. The following agenda has been attached to this provision: None. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial Items applies to this acquisition. The following agenda has been attached to the clause: None. The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items applies to this acquisition. The following FAR clauses cited are applicable: FAR 52.217-8, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.232-33, FAR 52.246-9 and FAR 52.246-18. Technical Evaluation Criteria The evaluation factors for this solicitation are listed in descending order of importance as follows: Factor 1 Technical Capability: The offer shall demonstrate the ability to provide service for all operational features of these instruments. The offeror shall be able to obtain and install, without voiding the parts warranty, any components on these instruments. The offeror shall have detailed knowledge of the systems and their operation and shall be able to handle all proprietary features of the systems. Offeror’s shall demonstrate that they have been fully trained to repair HPLC and GPCv2k. They must provide full software support. Factor 2 Relevant Experience The contractor shall describe their past performance in fulfilling contracts. Identify other organizations with which you have acted as a contractor while participating in similar efforts. Include the degree of your involvement, the size and complexity of the organization and other information describing your experience. Factor 3 Past Performance Contractors shall submit a list of three (3) reference contracts. Contracts listed may include those entered into by the Federal Government, agencies of State and local governments and commercial customers. Contractors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel. The reference list of the three (3) references shall include the following information for each contract and subcontract: 1.Name of contracting activity 2.Contract number 3.Contract type 4.Total contract value 5.Contract work 6.Contracting officer and telephone 7.Program manager and telephone 8.Administrative contracting officer, if different from #6, and telephone Price: The contractor shall provide a price in accordance with the requirements of the technical specifications. The proposed price shall include base plus three option years. Evaluation for Award: Award will be made to the offeror quote offers the best value to the Government, technical and past performance, price and other factors considered. The Government may award this purchase order to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical and Past Performance and 2) Price shall include base plus three option years. Technical is significantly more important than price. The FDA intends to make an award immediately after the response date of this notice. The award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
