Description
NASA/JSC has a requirement for continued information technology (IT) systemsmanagement, maintenance renewals, network monitoring and IT security management to bridgea gap period until a follow-on contract can be awarded. NASA/JSC intends to purchase these IT services from MEI Technologies, Inc., (MEIT) thecurrent provider under NNJ04JA53C, the JSC Enabling Technolgy and Security (JETS)Contract. MEIT was awarded the current contract through a Small Business Set-Asidecompetitive procurement process in 2004. This contract ends August 31, 2009.FAR 6.302-1(a)(2)(iii) states that full and open competition need not be provided whenthe services required by the Agency may be deemed available from one original source inthe case of a follow-on contract, for the continued provision of highly specializedservices and when it is likely that award to any other source would result inunacceptable delays in fulfilling the Agency's requirements. Therefore under thestatutory authority 10 U.S.C. 2304(c)(1), the Government intends to award the bridgeactivity to MEIT, the sole source of these services for the gap period until theGovernment can complete the competitive process among Small Business for a successor. Toaward this bridge activity to any other source at this time would put JSC IT support atrisk as MEIT is the only provider of these service who is familiar with JSC's processes,procedures and the current IT Governance model especially in the area of IT security. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 30, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
