- CH-53E Containerized Flight Training Device (CFTD) The United States Marine Corps (USMC) CH-53E Containerized Flight Training Device (CFTD) Procurement The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, Fl., intends to award a contract for a CFTD with options for three additional devices. Two of the CFTD’s will be located at Marine Corps Air Station (MCAS) New River, NC and two will be delivered to MCAS Miramar, CA. The CFTD's are to provide flight training for the CH-53E in the new CNS/ATM (Glass Cockpit) configuration. The key focus of the acquisition is to maximize Marine Aviation Training Transformation initiatives that leverage the proven practices and technologies from existing CH-53E training systems. These training systems have provided high fidelity cockpit procedures and flight training. Additionally, the goal of the CFTD is the transfer of training previously conducted in the aircraft to a ground based flight training system in order to relieve the training burden on the CH-53E aircraft thus extending the service life. Recently the MCAS Miramar Weapons Systems Trainer (WST) was modified to increase visual and flight control fidelity establishing this trainer as the government baseline for the CFTD’s. The CFTD’s will be used to train USMC CH-53E pilots in skills essential for performing various flight tasks including, but not limited to, Assault Support, Combat Operations, and Transport Missions. Specific training tasks will include, but not limited to, Familiarization, Instruments, Navigation, Formation Flying, Confined Area Landings (CAL), External Loads, Terrain Flight (TERF), Defensive Measures, Aerial Refueling (AR) and Core Skill Check. The CFTD's shall be compatible with existing and future USMC common software baselines to the maximum extent possible. The CFTD’s will be delivered with appropriate Information Assurance (IA) controls, and a certified “Authority to Operate” (ATO) accreditation. Additional requirements will include hardware and software documentation, engineering drawings, initial provisioning of spares to support a 95% readiness rate, initial operation and maintainer instructional training, and integrated logistics support and documentation for eventual independent operation and maintenance. This award will be made to a contractor in the NAWC-TSD Training Systems Contract (TSC) II Lot I Multiple Award Contract (MAC). A list of participating prime contractors is attached for subcontracing purposes.
