Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to solicit, on a full and open competition basis, a firm fixed price (FFP) contract for an Infrared Camera System that is integrated with a digital data recorder. This requirement includes system integration at the rate of 40 megapixels per second onto a RAID allowing playback and display of saved data. In addition to a visible spectrum system the Navy requires a Mid Wave Infrared (MWIR) capability for the Beam Control (BC) Tracking Mount. A MWIR camera unit will provide infrared imagery which will be transferred through the tracking mount gimbals to a data recorder computer. The camera must have a lens that will meet the following requirements: InSb type detector, dynamic range: 14 bits, NETD: <20mK, additional cold filter option: 3-5 ?m, f/4 cold stop, optics with focal length: 100mm. Additional requirements are as follows: 512x512 minimum windowable format, data streaming to disk, a suitable interface to send the camera video to a rack-mounted computer system, a data storage capability of 2 TB minimum, and a standardized computer architecture to simplify an integration with our other subcomponents of our BC system. This acquisition will include on-site installation and set up at the China Lake facility as well as a minimum of one day of user training. The solicitation with a detailed list of requirements will be posted on the Navy Electronic Commerce Online Website at http://www.neco.navy.mil and the FEBBIZOPPS website at http://vsearch2.eps.gov/servlet/searchservlet on or about 6/30/09. The solicitation will close on or about 07/15/2009. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database. All responsible sources may submit a quotation that will be considered by the agency. Responses must include all information requested in the written Request for Quotation (RFQ). Evaluation for the award will consider past performance, price and other factors including technical capability.
