- Description
- The Philadelphia Division, Contracting Department of the Fleet and Industrial Supply Center (FISC) Norfolk intends to solicit and negotiate a sole source acquisition with only one source, Ocean State Higher Education Economic Development Administrative Network (OSHEAN), under the authority of FAR 6.302. Under the resultant contract, OSHEAN will provide EDU Internet1 and Internet2 bandwidth access and services to the Naval War College. During performance of this contract, OSHEAN will provide the Naval War College redundant dual 1 Gbps transports to their two Network Operations Centers (NOCs) in Providence, RI where OSHEAN will then provide dedicated 100 Mbps circuits to Internet1 and Internet2 resources with burst capability to 300 Mbps. Access to both Internet1 and Internet2 are necessary to meet the educational and research missions of the Naval War College and to meet the requirements of the Task Force CARS (Cyber Asset Reduction and Security) FRAGO 005 mandate. OSHEAN, who is a regional member of The Quilt, a 30 member non-profit organization in the United States that provides educational and research institutions access to Internet1 and Internet2, is the only regional member for Rhode Island that provides these services to institutions of higher education in Rhode Island. Therefore, the Government has determined that OSHEAN is the only vendor capable of meeting this requirement. It is anticipated that the contract will contain a base period of performance from 01 November 2009 through 31 October 2010, with three one year options. The applicable North American Industry Classification System (NAICS) Code is 518210 "Data Processing, Hosting, and Related Services". This notice is NOT a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
