Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-09-T-0189 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Total Small Business Set-A-Side basis (see Numbered Note 1), NAICS Code 335921; Statement of Work: Cable Installation Gulfport Naval Construction Battalion Center Building 443 (Tactical Training Facility (TTF)) to Building 437 (Operational Expeditionary Logistics Facility (OELF)) 1. PURPOSE This specification covers the requirements for installation of a 24 gauge X 200 pair Sealed-PIC direct buried underground cable approximately 2000 feet across two streets to Bldg. 443 from building 437. The most cost effective alternative shall be utilized. 100% of the 200 pair cable will be functioning. 2. CUSTOMERSA. The Navy places a very high priority on the good will of its customers.B. Prior to beginning any work for the company, the contractor shall first make a reasonable effort to explain to the customer the company he represents, the planned work, and the completion date.C. Any repair of damages to property caused by the contractor's activities shall be the entire responsibility of the contractor.D. Whenever a customer complaint or claim is received by the Contractor, the Contractor shall immediately notify the designated Representative of Base Communications Office (BCO).E. Contractors Supervisor shall investigate and resolve complaints or claims immediately upon receipt.F. The Contractor shall keep BCO informed as to the status of all complaints or claims on a current basis and confirm the final resolution in writing.3. SAFETYA. The contractor shall abide by all Federal, State and local Safety Regulations.B. The Contractor shall at all times conduct the work in a safe manner so as to safeguard the public from injury to persons and/or property.C. The Contractor is to use all necessary protection for its employees and to guard against interference with normal operation of power circuits.D. All crossed utilities must be located before boring.E. Should the Contractor damage Navy facilities or be involved in an accident involving Navy facilities or the public while performing work for BCO, the designated Representative of BCO shall be notified as soon as possible. The repair of said facilities becomes the responsibility of the contractor.4. PURCHASE ORDER CHANGESA. Any deviations from planned work must be approved by the Representative of BCO.B. A Change Order in the Purchase Order will be initiated by the designated Representative of BCO for revisions in the field involving a change in the Purchase Order cost.5. EXTENT OF WORKA. See attached layout for current routing of existing direct buried sealed cable some of which is routed through duct banks. It is thought by the Navy that existing conduit banks could be utilized to route the cable alleviating much of the necessity to bore.B. Contractor will mount 110 blocks (contractor provided protected type) on the wall on existing 3/4" X4'X8' government furnished sheet of cabinet grade plywood and terminate 200 pairs at each building.C. The contractor is to provide all equipment, labor, and materials needed to place direct buried cable using the guided boring technology and/or trenching method or existing duct bank.D. Whichever method the contractor deems necessary can be used proving it complies to IEEE standards for direct buried cable. If however they choose to use tunneling it shall be performed by a fluid cutting process (high pressure/low volume), utilizing a liquid clay, such as bentonite. The clay lining will maintain tunnel stability and provide lubrication in order to reduce frictional drag while the new cable is being installed. In addition, the clay fluid shall be totally inert and contain no environmental risk.E. Installation shall be in manner in accordance with established IEEE standards.F. Mechanical, pneumatic, or water jetting methods of tunneling will be considered unacceptable due to the possibility of surface subsidence.G. The contractor is to provide all required access pits, the hauling away and proper disposal of spoils, backfilling with approved soils, compaction to the existing standards, and any sod required to restore the area to the original condition.H. The contractor is responsible for any repair to the customer's satisfaction and all applicable.I. A minimum of 36 inches of cover over the cable shall be maintained.J. Installation records shall be kept and shall accurately show changes in cable routes or other deviations from the original construction drawing(s).K. The cable will be tested using a Time Display Reflectometer and be free from any grounds, shorts or crosses and meet IEEE standards for voice/VTC quality circuits.
