Description
The 95th Mission Support Group (MSG)/95th Contracting Squadron Edwards Air Force Base is issuing a request for information (RFI) for Unarmed Guard services to provide unarmed security guard services to support the protection of property. This announcement is issued for informational and planning purposes only. This RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the government to issue a solicitation or to ultimately award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers which could be accepted by the government to form a binding contract. 95th CONS is requesting information from interested parties capable of providing all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to support the operation of Unarmed Guard services at Edwards AFB. The unarmed security guard service requirements include: acting as a general receptionist for visitors, monitor personnel and vehicles and access to controlled areas and buildings. Perform general escort duties, issue visitor badges and control inventory and account for visitor badges and facility keys. Inspections of hand-carried items leaving or entering a facility; enforce property control procedures. Monitor intrusion detection, access control and facilities/environmental control systems and report alarms as required. Have a basic understanding of computer systems; monitor and operate Close Captioned Television (CCTV) systems. Conduct roving patrols a required. Accomplish random safety and security checks of facilities, safes, and equipment. Receive mail and official deliveries. Perform Random Anti-Terrorism/Force Protection Measures (RAMS) as directed or required. Basic computer operations knowledge for accessing security database visitor information. And must comply and implement all post operating instructions issued by the Government. Service calls will range for the regularly scheduled services to special project services. All guard employees will require a SECRET personal security clearance to support designated Special Access Programs (SAP). Hours of operation shall perform services seven (7) days a week, twenty-four (24) hours per days, including Federal Holidays as required by the government. Shall participate in military contingency/exercises. In the event of crisis or heightened security caused by a national emergency, natural disasters, or other causes, continue performance as necessary in support of the Air Force Mission. A safety program shall be established that complies with the safety requirements contained in the contract, technical publications and all related requirements of the Performance Work Statement. All deviations of security criteria shall be reported to the Security Forces. Responding sources shall also provide a point of contact, phone number, fax number, email address, business size, taxpayer identification number, DUNS number, and CAGE code. All responding sources must submit their responses no later than 18 June 2009, 3 00 PM, pacific standard time (PST) to 95 CONS/PKA attention: Randy M. Williams. Submit responses by Electronic Mail only. Questions regarding this request for information will not be answered by telephone. Note: Any information received in response to this request for information is voluntary and becomes the property of the US Government upon receipt. The respondents will not be notified of the results of the information gathered in response to the request for information. The Government will not pay for information requested and will not compensate any respondent for any costs incurred in developing information provided to the Government.
