Description
Description: Community Transitional Drug Abuse Treatment Program (TDAT) The Federal Bureau of Prisons, Privatized Corrections Contracting, Washington, D.C. is seeking quotes from sources having the ability to provide drug intake assessments/reports; drug abuse individual, group and family counseling; mental health intake assessments/reports; mental health individual and group counseling, psychiatric evaluation/report, and medication monitoring services in Key West, Florida, for male and female inmates residing on electronic monitoring or home confinement. In addition, the Bureau of Prisons provides for mentally ill inmates while they reside in a Residential Reentry Centers (RRC) to ensure a continuity of care. The location where services are to be provided should be accessible to local public transportation to the inmate clients'. The contractor's philosophy and techniques must be based on cognitive behavioral therapy. The contractor must have documented experience working with an inmate population and understand the criminal justice system. The services to Bureau inmates are appropriately licensed/certified by the state of Florida to prove the services. Performance periods under this contract will be for a one-year base period to begin on October 1, 2009 with four (4) one-year option periods, with service ending (if all options years are renewed) on September 30, 2014. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. The solicitation is for a firm fixed price. Requirements contract. The government will award to the responsible offeror whose bid conforms to the solicitation, is licensed/certified by the state of Florida, and is considered most advantageous to the government with price and technical requirements considered. Technical requirements will be rated on a pass or fail basis. The request for quotation will be available on or after June 30, 2009 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about July 21, 2009. Payment will be made by electronic funds transfer. Each offer is required, per Federal Acquisition Regulation (FAR) 52.123-3 to complete Representations and Certifications via the online Representations and Certifications Application (ORCA) at http: //orca.bpn.gov. Faith-Based and Community -Based Organizations submitting, offers/bids/quotations will be equally considered (Aug 2005).
