Description
This Design-Build Pre-Solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a Firm Fixed-Price Design-Build Construction Contract. SPAWAR Data Center, Project P301V, will design and construct a new 20,220 SF Data Center at Naval Weapons Station, Charleston, SC. The project includes office space, redundant mechanical and electrical systems; including, Uninterruptable Power Supply (UPS), generators, access flooring, utilities, parking, site improvements, built-in equipment requirements, accessibility, LEED Silver and anti-terrorism force protection (ATFP). This will be a negotiated procurement utilizing the Two-Phase Design-Build selection procedures that consist of the submission of technical and price proposals. Phase-One of the procurement process will be a narrowing step of offerors to a maximum of five (5) proposers (design-build teams) that offer the best technical value to the government, unless the Source Selection Authority determines that a number greater than five (5) is in the Government's best interest and is consistent with the purposes and objectives of Two-Phase Design-Build contracting. In Phase-Two, the selected successful Phase-One offerors will be required to submit technical and price proposals for the project. The source selection process that will be used is the Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The narrowing of Phase-One offerors will be based on design-build technical factors that include: Relevant Experience & Technical Qualifications, Past Performance, and Past Performance in utilizing Small Business programs, along with submission of confirmation that the firm has an aggregate bonding capacity between $7,000,000 and $9,000,000. Phase-One technical factors relate to relevant projects completed by the offeror. Contract award is anticipated on or around 15 Jan 2010. The construction completion date will be 420 days after award. The estimated price range for the entire project is between $7,000,000 and $9,000,000. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The Phase 1 solicitation should be available at this site on or about 30 June 2009. Proposals will be due on or about 29 July 2009. Offerors chosen to participate in Phase-Two will receive information regarding the Pre-Proposal Conference and Site Visit. The solicitation package will provide location and exact dates. Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
