- This is a SOURCES SOUGHT NOTICE seeking the interest of potential and eligible contractors in a Firm Fixed Price Construction Contract at Eielson Air Force Base, Alaska. OFFERS OR PROPOSALS WILL NOT BE ACCEPTED. THIS IS NOT A PRESOLICITATION OR SOLICITATION. ADDITIONALLY, THIS NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT AND, IT DOES NOT OBLIGATE THE GOVENMENT TO PAY FOR ANY BID AND/OR PROPOSAL PREPARATION COSTS. Proposed work to be performed under the aforementioned contract is anticipated to be within the following North American Industry Classification System (NAICS) code as follows: Sector 23 - Construction; Subsector 237 - Heavy Construction with a size standard $33.5 Million (except dredging and surface cleanup activities). Waste Water Treatment Plant Phase II Clarifier (FTQW 06-1004): Contractor will be expected to fill cracks, and repair stalls in concrete sides and bottoms of three primary clarifier tanks. Coat the inside surfaces of the clarifier tanks with polyurethane. Replace the sludge collection systems in each clarifier, including flight collectors, chains, sprockets, drives, augers, skimmers, weirs, troughs, and baffles, Replace the primary sludge transfer pumps. Replace the air compressors serving the pre-aeration chamber. Provide a FOG (Food service-derived Oil and Grease) collection, storage and injection system. Provide automated controls and monitoring for the primary treatment process and FOG handling system. Repaint the interior of the Primary Treatment Room. Reroute the scum collection piping to discharge at the plant head works bar screen. Clean sludge piping under the clarifiers and provide additional clean-outs. Abate lead-base paint as necessary to complete the other work of the project. The Government intends to evaluate offers and select the awardees utilizing Performance Price Trade-Off. Source Selection will be conducted using the procedures from the Air Force Source Selection Policies and Procedures, the Federal Acquisition Regulations (FAR), Department Of Defense (DOD) FAR Supplements and Air Force FAR Supplements. The said proposed acquisition is being considered for SBA Certified Historically Underutilized Zone (HUB Zone) Firms. Further details will be described within the solicitation documents. In responding to this Sources Sought Notification, please indicate your interest as a prime contractor, teaming partner, joint venture, primary subcontractor and indicate if your business is a SBA Certified Section 8(a) Program Participant, SBA Certified Historically Underutilized Zone (HUB Zone) Firm, Service Disabled Veteran Owned Business or a combination of these. Additionally, please provide evidence of recent (within three (3) years), relevant (Lagoon, sewage treatment construction) experience in work similar in type and scope inclusive of contract number, project titles, dollar amounts, and points of contact with telephone numbers and statement as to why the project is relevant. The estimated construction magnitude of above mentioned project is between $1,000,000 and $5,000,000.
