Description
Recovery-The Cincinnati VAMC has a requirement for Project R539-09-110; Remodel of the Traumatic Brain Injury and Post-Traumatic Stress Disorder Program (TBI/PTSD). This notice is provided for informational purposes only. The opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law as a Service-Disabled Veteran-Owned Small Business Set-Aside. The SDVOSB contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. Additionally, this acquisition will be conducted in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. Do not send questions to this notice. Questions will be accepted after the solicitation has been published. A Firm-Fixed Price Construction award is anticipated. Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, general construction, alterations, mechanical and electrical work and to furnish labor, management, transportation materials and equipment necessary to accomplish the work indicated on the contract drawings as stated in the specifications or reasonable implied Veterans Affairs Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220. Solicitation documents, including specifications and drawings, will be available electronically on or about June 26, 2009, at the following website: www.fedbizopps.gov. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. One Hundred and Twenty (120) day bid acceptance period will be required. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation. In accordance with VAAR 836.204, the magnitude of this project is between $2,000,000 and $5,000,000. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered in Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million. The proposed contract will encompass work:: A.BID ITEM #1 (BASE BID), GENERAL CONSTRUCTION: TBI/PTSD (Traumatic Brain Injury and Post-Traumatic Stress Disorder Program): Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, and furnish labor, materials and equipment necessary to accomplish the work indicated on the contract drawings as stated in the specifications or reasonable implied, to perform work for project #R539-09-110, titled " TBI/PTSD Program," at the Veterans Affairs Community Living Center/Domiciliary, 1000 S. Ft. Thomas, Ft. Thomas, Ohio 41075. The project must be completed in accordance with VA specifications and drawings as well as VA, OSHA, NEC, NFPA, and JCAHO requirements. B.BID ITEM #2, DEDUCT ALTERNATE NO. 1: All work in BID ITEM 1, BASE BID except DELETE work in Office 215, 215A, 217, 217A & 219 C.BID ITEM #3, DEDUCT ALTERNATE NO. 2: All work in BID ITEM 1, BASE BID except DELETE all work as specified Deduct Alternate No. 1 and delete Group Room 208 & Chapel 206, including Eucharist D.BID ITEM #4, DEDUCT ALTERNATE NO. 3: All work in BID ITEM 1, BASE BID except DELETE all work as specified in deduct alternates 1 and 2 and delete Work Phase Three.
